5 <br /> THE CITY OF <br /> CITY COUNCIL AGENDA REPORT <br /> pL£ASANTONO <br /> June 21, 2011 <br /> Community Development <br /> Engineering Division <br /> TITLE: 2011-12 ANNUAL ASSESSMENTS FOR LIGHTING AND LANDSCAPE <br /> DISTRICTS 1984-1 (PONDEROSA-DEL PRADO), 1993-1 (WINDSOR), <br /> 1993-2 (BONDE RANCH), 1994-1 (OAK TREE FARM) AND 1995-1 <br /> (MOLLER RANCH) <br /> SUMMARY <br /> The annual assessments for the maintenance of Lighting and Landscape Districts in the <br /> Ponderosa-Del Prado, Windsor, Bonde Ranch, Oak Tree Farm, and Moller Ranch <br /> subdivisions have been calculated for fiscal year 2011-12. For each assessment district, <br /> Annual Assessments will remain the same as last year. <br /> RECOMMENDATION <br /> 1. Open and hold a Public Hearing to receive comments regarding the levy of annual <br /> assessments for each of the Lighting and Landscape Districts. <br /> 2. Adopt a resolution confirming the Engineer's Report, and levying assessments for <br /> each of the Lighting and Landscape Districts. <br /> 3. Appropriate $11,560.00 from the applicable City Funds (General Fund and Water <br /> Fund) to the respective Lighting and Landscape Districts. <br /> FINANCIAL STATEMENT <br /> There will be a small fiscal impact to the City as a result of Proposition 218. As the City <br /> determined that the nearly mile-long landscape strip that is located along the eastern <br /> bank of the Arroyo de la Laguna in the Ponderosa Homes Del Prado subdivision is of <br /> "general benefit," the City will pay approximately $9,703 for its maintenance including <br /> water, electrical, and a reserve for emergency repairs. In addition, the City owns one or <br /> more parcels of land in four of the five Lighting and Landscape Districts. These parcels <br /> contain various City utilities, such as water tanks, sewer lift stations, and water pump <br /> stations. The City will pay approximately $17 for the parcel in L & L District 1984-1, <br /> $253 for the parcel in L & L District 1993-2, $466 for the parcel in L & L District 1994-1, <br /> and $1,121 for the two parcels in L & L District 1995-1. Staff recommends appropriating <br /> $10,746 from the General Fund for the parcels including the Arroyo de la Laguna, the <br /> park parcel in L & L District 1984-1, the sewer lift station parcel in L & L District 1994-1, <br /> and the staging area in L & L District 1995-1; and appropriating $814 from the Water <br /> Enterprise Operating Fund for the water tank in L & L District 1993-2 and the water tank <br /> in L & L District 1995-1.
