1 <br /> MINUTES <br /> CITY OF PLEASANTON <br /> REGULAR CITY COUNCIL MEETING <br /> March 1, 2011 <br /> CALL TO ORDER <br /> Mayor Hosterman called the regular meeting to order at the hour of 7:00 p.m. Councilmember <br /> McGovern led the Pledge of Allegiance and gave introductory remarks. <br /> ROLL CALL <br /> Present: Councilmembers Cook- Kallio, McGovern, Sullivan, Thorne, Mayor Hosterman <br /> Absent: None <br /> CLOSED SESSION REPORT — The City Attorney reported that the Council authorized its <br /> property negotiator to enter into negotiations for possible purchase of property. <br /> AGENDA AMENDMENTS - None <br /> CONSENT CALENDAR <br /> Community Development <br /> 1. Accept of appeal actions of the Zoning Administrator <br /> 2. Second reading of Ordinance No. 2018 approving Major Modification to the Planned Unit <br /> Development for Hacienda Business Park to adopt various standards and guidelines to <br /> guide development on three parcels close to the Dublin /Pleasanton BART station, and to <br /> provide design concepts for associated improvements including streets, landscaping, bike <br /> and pedestrian connections and open space (Hacienda TOD Standards and Design <br /> Guidelines) on three sites located at (1) Southeast corner of Willow Road and Owens <br /> Drive (APN 941 - 2778 -013) (2) North of Gibraltar Drive and Hacienda Drive (APN 941- <br /> 2778 -011) and (3) Southeast corner of Gibraltar Drive and Willow Road (a portion of <br /> APN 941 - 2761 -003) <br /> Frank Lynn, Pleasanton resident, described impacts he believes the proposed project will have <br /> on property values, students, overcrowding of schools, and voiced the need for the developer to <br /> pay for a new school. <br /> Mayor Hosterman noted that the ordinance relates to design guidelines, and future discussions <br /> will occur at which time further public comment can be taken. <br /> Councilmember McGovern recognized the positive changes made to the design guidelines and <br /> standards for Hacienda Business Park. She also added that the Iron Horse feasibility study and <br /> master plan is being approved, and East Bay Regional Park District will continue to work with <br /> the neighborhood on park development. <br /> 3. Approved plans and specifications, reviewed bid and awarded and authorized the City <br /> Manager to execute a construction contract to Anderson Pacific Engineering Construction, <br />
