THE CITY OF 4 ILa <br /> = CITY COUNCIL AGENDA REPORT 4 <br /> pL E ASANTON. <br /> March 31, 2011 <br /> Community Development <br /> Operations Services <br /> TITLE: ADOPT A RESOLUTION RATIFYING THE PROCLAMATION OF A LOCAL <br /> EMERGENCY DUE TO A LANDSLIDE AT THE PLEASANTON RIDGE <br /> WHICH BROKE A WATER MAIN SERVING OVER 160 HOMES, <br /> NECESSITATING IMMEDIATE EMERGENCY REPAIRS TO RESTORE <br /> PERMANENT POTABLE WATER AND FIRE HYDRANT SERVICE TO <br /> PROTECT PERSONS AND PROPERTY <br /> SUMMARY <br /> On Friday March 25, 2011, a landslide on the Pleasanton Ridge broke a City water main <br /> that provides potable water to over 160 homes. The City Manager, acting as the <br /> Director of Emergency Services, declared a local emergency. This allowed City staff to <br /> create an emergency bypass of the broken water main, and undertake the immediate <br /> permanent repair of this water main. As required by the Municipal Code, the City <br /> Council must ratify the declaration of this local emergency to permit City staff to directly <br /> hire a qualified contractor to do this critical and time - sensitive repair work. <br /> RECOMMENDATION <br /> Adopt the attached resolution ratifying the declaration of a local emergency. <br /> FINANCIAL STATEMENT <br /> Funds from the City's water enterprise fund (Repair and Replacement Fund) and the <br /> Pleasanton Township County Water District #3 Trust Funds will be used to complete <br /> this water main repair work, expected to cost approximately $200,000; plus City staff <br /> time and City equipment for the temporary hose bridge and further working in <br /> coordination with the selected qualified contractor. <br />
