RESOLUTION NO. 11-427 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON, <br /> AUTHORIZING AN APPLICATION WITH THE CALIFORNIA DEPARTMENT OF <br /> TRANSPORTATION FOR BICYCLE TRANSPORTATION ACCOUNT GRANT <br /> FUNDING <br /> WHEREAS, the Streets and Highways Code, Bicycle Transportation Account provides <br /> funds for grants to local agencies for projects that improve safety and convenience for bicycle <br /> commuters; and <br /> WHEREAS, the State of California, Bicycle Facilities Unit, has the responsibility for the <br /> administration of the program within the State, setting up necessary procedures governing <br /> project applications under the program; and <br /> WHEREAS, the City proposes to complete on- street bike lanes on Foothill Road at the 1- <br /> 580 Interchange, a project that is included in the Pedestrian & Bicycle Master Plan completed in <br /> 2009; and <br /> WHEREAS, the City of Pleasanton, if selected, will enter into an agreement with the <br /> State of California to complete the project; and <br /> WHEREAS, all contracts relating to the application for State Bicycle Transportation <br /> Account Grant Funds shall be approved by the City Attorney; and <br /> WHEREAS, the City will provide sufficient funds for the grant matching funds of <br /> $103,000 from the Bicycle and Pedestrian Related Improvements project, CIP No. 095043; and <br /> WHEREAS, this project is categorically exempt under the requirements of CEQA. <br /> NOW, THEREFORE BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF <br /> PLEASANTON DOES RESOLVE, DECLARE, DETERMINE AND ORDER THE FOLLOWING: <br /> SECTION 1. Approves the filing of an application for the State Bicycle Transportation <br /> Account; and <br /> SECTION 2. Certifies that the City of Pleasanton has or will have available prior to the <br /> commencement of any work on the project included in this application, sufficient funds to <br /> operate and maintain the project; and <br /> SECTION 3. Appoints the City Traffic Engineer and his designated subordinate as <br /> agent of the City of Pleasanton to conduct all negotiations, execute and submit all documents, <br /> including, but not limited to applications, agreements, amendments, payment requests, which <br /> may be necessary for the completion of the aforementioned project; and <br /> SECTION 4. City Clerk shall certify to the passage of this resolution and enter it into <br /> the book of original resolutions. <br /> PASSED, APPROVED AND ADOPTED by the City Council of the City of Pleasanton at <br /> a regular meeting held on March 15, 2011. <br />
