RESOLUTION NO. 11-427 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON, AUTHORIZING AN APPLICATION WITH THE CALIFORNIA DEPARTMENT OF TRANSPORTATION FOR BICYCLE TRANSPORTATION ACCOUNT GRANT FUNDING WHEREAS, the Streets and Highways Code, Bicycle Transportation Account provides funds for grants to local agencies for projects that improve safety and convenience for bicycle commuters; and WHEREAS, the State of California, Bicycle Facilities Unit, has the responsibility for the administration of the program within the State, setting up necessary procedures governing project applications under the program; and WHEREAS, the City proposes to complete on- street bike lanes on Foothill Road at the 1- 580 Interchange, a project that is included in the Pedestrian & Bicycle Master Plan completed in 2009; and WHEREAS, the City of Pleasanton, if selected, will enter into an agreement with the State of California to complete the project; and WHEREAS, all contracts relating to the application for State Bicycle Transportation Account Grant Funds shall be approved by the City Attorney; and WHEREAS, the City will provide sufficient funds for the grant matching funds of $103,000 from the Bicycle and Pedestrian Related Improvements project, CIP No. 095043; and WHEREAS, this project is categorically exempt under the requirements of CEQA. NOW, THEREFORE BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES RESOLVE, DECLARE, DETERMINE AND ORDER THE FOLLOWING: SECTION 1. Approves the filing of an application for the State Bicycle Transportation Account; and SECTION 2. Certifies that the City of Pleasanton has or will have available prior to the commencement of any work on the project included in this application, sufficient funds to operate and maintain the project; and SECTION 3. Appoints the City Traffic Engineer and his designated subordinate as agent of the City of Pleasanton to conduct all negotiations, execute and submit all documents, including, but not limited to applications, agreements, amendments, payment requests, which may be necessary for the completion of the aforementioned project; and SECTION 4. City Clerk shall certify to the passage of this resolution and enter it into the book of original resolutions.
