THE CITY OF
.s. n
f)L£ASANTONC CITY COUNCIL AGENDA REPORT
December 7, 2010
City Manager
TITLE: APPROVAL OF PROFESSIONAL SERVICE AGREEMENTS WITH
SLOAN VAZQUEZ, LLC AND THE NEWPOINT GROUP FOR
REFUSE AND RECYCLING STUDIES APPROVED AS PART OF
THE PLEASANTON GARBAGE SERVICES APRIL 2009 RATE
ADJUSTMENT
SUMMARY
The City Council approved a Pleasanton Garbage Service (PGS) refuse and
recycling collection rate adjustment and authorized enhanced recycling services
in April 2009. As part of this action, PGS agreed to participate in an independent
operational /efficiency study to identity cost cutting measures and to review
operating practices, methods and costs. The City intends to use the study to help
analyze operating costs for the next collection and recycling rate review. As an
outcome of the consultant selection process, staff determined that it is beneficial
to separate the study into two areas with one dealing with operational efficiencies
(operational efficiency study) and the other dealing with recycling tracking
methods (City diversion and recycling /tracking study). Based on proposals
received, staff is recommending two separate consulting firms to complete the
studies. While using a single consultant would streamline staff work, the
recommended arrangement will save money and assure that the most qualified
firms are assigned to each of the two tasks.
RECOMMENDATION
1. Approve a Professional Services Agreement with Sloan Vazquez, LLC on a
time and material basis for a not to exceed fee amount of $59,380 to
complete an operational efficiency study for PGS's Pleasanton franchised
refuse and recycling collection operations (Attachment A); and
2. Approve a Professional Services Agreement with NewPoint Group on a time
and material basis for a not to exceed fee amount of $29,940 to complete a
City diversion/ recycling tracking study.
FINANCIAL STATEMENT
As part of the refuse and recycling rate adjustment, PGS agreed to include the
cost of the study as an operational cost. The cost of the City diversion and
recycling /tracking study will be paid for with City Measure D funding. As a result,
no General Fund money will be used to complete the studies.
