THE CITY OF
6
CITY COUNCIL AGENDA REPORT
pLEASANTON.
December 7, 2010
Community Development Department
Building & Safety Division
TITLE: CONSIDER THE INTRODUCTION OF AN ORDINANCE TO AMEND
CHAPTER 20 AND RELEVANT SECTIONS OF THE PLEASANTON
MUNICIPAL CODE CONCERNING THE ADOPTION OF THE 2010 EDITION
OF THE CALIFORNIA CODE OF REGULATIONS TITLE 24, INCLUDING
BY REFERENCE THE 2009 INTERNATIONAL BUILDING, FIRE,
PROPERTY AND MAINTENANCE CODES; THE 2009 UNIFORM
PLUMBING AND MECHANICAL CODES AND THE 2008 NATIONAL
ELECTRICAL CODE
SUMMARY
The ordinance proposed amends Pleasanton Municipal Code to coincide with the
adoption of the 2010 California Building Safety Codes more commonly known as the
Building, Residential, Plumbing, Mechanical, Electrical and Fire Codes. These collective
codes are also known as the California Building Code (CBC). This ordinance update
also provides an opportunity to clean up chapters that have never been utilized, have
become outdated, unnecessary and in some cases contradictory. Existing local
amendments for Pleasanton related to our local geological, topographical and climatic
conditions are included in the proposed amendments. This is a routine item.
The primary substantive change in all of the code amendments is that automatic fire
sprinkler systems are now required by the state in all new residential dwellings, making
many of our previous local amendments unnecessary.
RECOMMENDATION
Staff recommends that the City Council introduce the attached ordinance (Attachment 1)
that updates Pleasanton Municipal Code Chapters 20.04, 20.08, 20.12, 20.16, 20.20,
20.24, 20.36, 20.55 and 20.65, adds Chapters 20.10, and deletes Chapters 20.34, 20.40,
20.48, 20.52 and 20.60 concerning the adoption of the 2010 Edition of the California
Building Standards Code (24 C.C.R.), including by reference the 2009 International
Building, Residential, Fire Codes; the 2009 Uniform Codes for Plumbing and Mechanical;
and the 2008 National Electrical Code.
FINANCIAL STATEMENT
The adoption of this ordinance should not result in a fiscal impact.
