The Zone 7 staff has
presented the Board with three water rate alternatives that identify various approaches
for meeting Zone 7's costs over the next eight years. While all alternatives reflect a
specific rate setting approach, City staff has monitored the Board's discussion on this
subject and has determined its Alternative 3 -No Increase in 2011 is the most
appropriate alternative for Pleasanton residents. As a result, City staff is recommending
adoption of a City resolution encouraging the Board to approve Zone 7 rate analysis
Alternative 3- No Increase in 2011, as detailed in Exhibit 1 of the attached resolution.
RECOMMENDATION
Adopt the attached resolution (Attachment 1) encouraging the Zone 7 Board of
Directors to approve water rate Alternative 3- No Increase in 2011.
FINANCIAL STATEMENT
If a Zone 7 water rate increase is approved for 2011, there would be increased costs to
all who live, work and operate a business in Pleasanton. The City would realize an
annual water cost increase of approximately $ 72,000 for water purchased for City
usage. Additionally, staff remains concerned about the impact that this would have on
the overall local economy.
