THE CITY OF 11 <br /> pLEASANTONO CITY COUNCIL AGENDA REPORT <br /> June 15, 2010 <br /> City Manager's Office/ <br /> Community Development Department <br /> TITLE: STONERIDGE DRIVE SPECIFIC PLAN AMENDMENT /STAPLES <br /> RANCH ENVIRONMENTAL IMPACT REPORT SUPPLEMENT (SEIR) <br /> AND RELATED CALIFORNIA ENVIRONMENTAL QUALITY ACT <br /> (CEQA) DOCUMENTS (CEQA FINDINGS, STATEMENT OF <br /> OVERRIDING CONSIDERATIONS (SOC) AND MITIGATION <br /> MONITORING AND REPORTING PLAN (MMRP)), CASE PSP -11 <br /> (STONERIDGE DRIVE SPECIFIC PLAN AMENDMENT), AND CASE <br /> PRZ-44 (PRE- ZONING /REZONING OF THE STAPLES RANCH SITE) <br /> SUMMARY <br /> The proposed development of the 124 acre Staples Ranch property, located at the <br /> southwest corner of the 1 -580 and El Charro Road, would include an approximately 37 <br /> acre auto mall to accommodate the relocation of the Pleasanton Auto Mall as well as <br /> the Mercedes -Benz of Pleasanton dealership, a 45 acre senior continuing care <br /> community with a health center, an 11 acre commercial /retail development, a 17 acre <br /> community park, and a 5 acre neighborhood park that includes a storm water detention <br /> basin. As part of this proposed development, staff is recommending the City Council (a) <br /> certify an Environmental Impact Report Supplement (b) rescind (other than the certified <br /> Final EIR) the environmental and planning documents approved in 2009 for the <br /> development and then (c) adopt revised environmental documents, a revised <br /> Stoneridge Drive Specific Plan Amendment/Staples Ranch (SPA), and rezoning /pre- <br /> zoning for the Staples Ranch site. If these items are approved, the PUD development <br /> plans for the individual development sites, a development agreement, other related <br /> development documents, and the Regional Transportation Agreement will be submitted <br /> to the City Council for review and consideration this summer. If those items are likewise <br /> approved, the City and the property owner, the Alameda County Surplus Property <br /> Authority (ACSPA) will then apply to the Alameda County Local Formation Commission <br /> (LAFCo) to annex the property to Pleasanton. <br /> PLANNING COMMISSION RECOMMENDATION <br /> At its meeting of May 26, 2010, the Planning Commission recommended that the <br /> Council: <br /> 1.
