The applicant originally requested seven lots, however, <br /> has since reconsidered the density and has made plan revisions based on feedback <br /> received from four separate Planning Commission meetings over the last two and half <br /> years. Although the applicant does not have a favorable recommendation from staff <br /> and the Planning Commission, the applicant would like the Council to consider the <br /> request of amending the General Plan and Happy Valley Specific Plan for an increase <br /> in density for the subject site. <br /> PLANNING COMMISSION RECOMMENDATION <br /> On October 28, 2009, the Planning Commission recommended denial of amending the <br /> General Plan and Happy Valley Specific Plan, and PUD development plan application <br /> for increasing the density from the maximum three lots to six. <br /> RECOMMENDATION <br /> 1. Find that the proposed PUD development plan, Attachment 2; Exhibit B, and <br /> design guidelines, Attachment 3; Exhibit C, are not consistent with the General <br />
