9 THE CITY OF aim f L-EASANTONO CITY COUNCIL AGENDA REPORT October 20, 2009 Livermore Pleasanton Fire TITLE: APPROVE THE ESTABLISHMENT OF A DISASTER COUNCIL, A CITIZEN CORPS COUNCIL, AND A COOPERATIVE AGREEMENT WITH THE ALAMEDA COUNTY PUBLIC HEALTH DEPARTMENT TO BECOME AN EMERGENCY PREPAREDNESS PARTNER SUMMARY In emergency management, it is important to form working relationships with local agencies and organizations with whom the city will rely on to assist in preparing for and recovering from an emergency. To enhance these relationships, staff is recommending the establishment of a Disaster Council, a Citizens Corps Council and entering into a Cooperative Agreement with the Alameda County Public Health Department (ACPHD). Upon City Council's approval of establishing these two Councils, which will be coordinated by the LPFD, membership will come from the areas identified in this report. Each Disaster Council member agency will designate its representative. The Citizen Corp Council members will include the program managers of the Community Emergency Response Team, Neighborhood Watch and the Volunteers -in- Police Services programs and a designated City of Pleasanton staff appointed by the City Manager. Becoming an emergency partner with the Alameda County Public Health Department (ACPHD) enables the city to utilize already existing emergency plans, procedures, and supplies and to be provided with available medications /vaccinations in the event of a pandemic flu outbreak or bioterrorism attack. The coordinated efforts of these steps benefit the community as a whole in preparation for anticipated catastrophic natural and man -made hazards. Federal grant funding becomes available to pursue to fund the planning and exercise activities of the Disaster Council and the Citizen Corps Council. RECOMMENDATION 1. Approve formation of a Disaster Council and a Citizen Corps Council 2. Authorize the City Manager to enter into a Cooperative Agreement (Attachment B) with the Alameda County Department of Public Health Department to become an emergency partner. FINANCIAL STATEMENT There is no direct cost resulting from staff recommendations. Indirect costs relate to staff time and materials involved with forming and operating the two councils. The formation of the two Councils enables the City to pursue federal grant funding for planning and exercises related to emergency safety.
