THE CITY OF 4 <br /> CITY COUNCIL AGENDA REPORT <br /> pL£ ASANTONo <br /> October 20, 2009 <br /> Community Development <br /> Engineering Division <br /> TITLE: APPROVAL OF PREANNEXATION AGREEMENT AND SEWER AND <br /> WATER CONNECTIONS FOR 6034 ALISAL STREET (DAGGETT) <br /> SUMMARY <br /> The property owners of 6034 Alisal Street are requesting sewer and water service to <br /> serve their existing residence located within the Happy Valley Specific Plan area outside <br /> the City limits. The property owners are requesting connection to the City sewer system <br /> to eliminate the use of their septic tank and leach field. They are also requesting <br /> connection to the City water system in order to eliminate reliance on well water. The <br /> Alameda County Department of Environmental Health restricts repairs or installation of <br /> new septic systems when a sanitary sewer main is within 200 feet of the property. <br /> RECOMMENDATION <br /> 1. Authorize connection of the Daggett's parcel located at 6034 Alisal Street (APN 949- <br /> 0015- 001 -08) to the City sanitary sewer and water systems, provided all connection <br /> work is done to the satisfaction of the City Engineer and all costs are borne by the <br /> property owner, and the proposed extension of City services is approved by LAFCo. <br /> 2. Approve the preannexation agreement between the Daggetts and the City of <br /> Pleasanton, and authorize the City Manager to execute the agreement. <br /> 3. File an application with LAFCo for the extension of sewer and water service to the <br /> Daggett parcel. <br /> FINANCIAL STATEMENT <br /> The property owner would be required to pay all costs associated with extending the <br /> sewer and water system, City connection fees, permits, fees required by the City and <br /> County, and LAFCo fees. <br />
