CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br /> ALAMEDA COUNTY, CALIFORNIA <br /> <br /> ORDINANCE NO. 1603 <br /> <br /> AN ORDINANCE OF THE CITY OF PLEASANTON ADDING CHAPTER <br /> 18.114 AND AMENDING CHAPTER 10.16 AND SECTION 18.44.090 <br /> CONCERNING ADULT ENTERTAINMENT ESTABLISHMENTS <br /> <br />WHEREAS, the following studies that substantiate the adverse, <br /> secondary effects of Adult Entertainment Establishments <br /> were reviewed by the City of Pleasanton: <br /> <br /> Austin, Texas: 1986 <br /> Indianapolis, Indiana: 1984 <br /> Los Angeles, California: 1977 <br /> Phoenix, Arizona: 1979 <br /> St. Paul, Minnesota: 1989 <br /> Garden Grove, California: 1991 <br /> Pleasanton Police Department - 1990-93 <br /> <br /> These studies are on file with the Clerk of the City of <br /> Pleasanton or Records Clerk, Pleasanton Police <br /> Department; and <br /> <br />WHEREAS, based on the foregoing studies and the other evidence <br /> presented, the City of Pleasanton finds that: <br /> <br /> · Adult Entertainment Establishments are linked to <br /> increases in the crime rates of those areas in <br /> which they are located and that surround them; and <br /> <br /> · Both the proximity of Adult Entertainment <br /> Establishments to sensitive land uses and <br /> establishments selling and serving alcohol and the <br /> concentration of Adult Entertainment Establishments <br /> tend to result in the blighting and downgrading of <br /> the areas in which they are located. <br /> <br />WHEREAS, the studies conducted in various communities in other <br /> jurisdictions have demonstrated that the proximity and <br /> concentration of Adult Entertainment Establishments <br /> adjacent to residential, recreational, religious, <br /> educational, or other Adult Entertainment Establishments <br /> can cause other businesses and residents to move <br /> elsewhere; and <br /> <br /> 1 <br /> <br /> <br />
