CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br /> ALAMEDA COUNTY, CALIFORNIA <br /> <br /> ORDINANCE NO. 1701 <br /> <br /> AN ORDINANCE AMENDING SECTION 1 (PART) OF <br /> ORDINANCE NO. 1588 AND CHAPTER 6.60 OF THE <br /> PLEASANTON MUNICIPAL CODE CONCERNING <br /> MOBILEHOME SPACE RENTS <br /> <br /> THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES HEREBY ORDAIN AS <br /> FOLLOWS: <br /> <br /> Section 1: Section 1 (pan) of Ordinance No. 1588 and Chapter 6.60 of the Pleasanton <br /> Municipal Code are hereby amended by amending Sections 6.60.010, 6.60.020, <br /> 6.60.030, 6.60.040, 6.60.050, 6.60.060, 6.60.070, and 6.60.080, and by adding <br /> Section 6.60.065, to read as follows: <br /> <br /> "6.60.010 Findings and Purpose. <br /> <br /> (Subsections A - C, no change.) <br /> <br /> D. During 1991, the park owners and mobilehome owners expressed to the City <br /> that they were interested in negotiating a new agreement and ai~er several months <br /> of negotiations, a new Rent Stabilization agreement ("the March 17, 1992 <br /> agreement") was developed and approved by the park owners and the City. <br />· However, one of the park owners would not sign the new agreement. Without <br /> benefit of an agreement to stabilize mobilehome rents, a park owner could impose <br /> whatever rent he or she chose, to the detriment of the mobilehome owners. In <br /> fact, the one park owner who would not sign the March 17, 1992 agreement had <br /> raised rents on mobilehome spaces within his park during 1992 at a rate higher <br /> than what is permissible under either the January 19, 1988 agreement or the <br /> March 17, 1992 agreement. <br /> <br /> E. In 1992, the City sponsored and facilitated extensive negotiations to eliminate <br /> the need for the ordinance codi~ed in this Chapter. It was assisted by the <br /> Pleasanton Mobilehome Committee consisting of park owner representatives and <br /> mobilehome tenant representatives. The negotiations involved representatives of <br /> the one park owner who would not sign the March 17, 1992 agreement and home <br /> owners who live at that park and their representatives. <br /> <br /> F. Despite the efforts of the City and the Pleasanton Mobilehome Committee, the <br /> one park owner refused to enter into the March 17, 1992 agreement and <br /> accordingly, the City adopted an ordinance, later modified, and codified in this <br /> <br /> <br />
