CITY OF PLEASANrfON <br />COUNTY OF ALAMEDA <br />STATE OF CALIFORNIA <br /> <br />RESOLUTION NO. 72-8 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLFASANTON, <br />REQUESTING THE STATE WATER RESOURCES CONTROL B(I~RD TO <br />INITIATE ACTION ON THE IMPLEMENTATION OF STRICTER REQUIRE- <br />MENTS ON DISCHARGE TO THE OCEAN OF MUNICIPAL AND INDUSTRIAL <br />WASTE WATERS <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />I~HEREA S, <br /> <br />I¢zIEREAS, <br /> <br />I~EREAS, <br /> <br />~^MEREA S, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />The State Water Resources Control Board will be holding hearings <br />on November 18 and December 2, 1971, for the purpose of reviewing <br />the new proposed California State Policy for Water Quality Control-- <br />General Princimles and Provisions for Discharge to Ocean Waters; and <br /> <br />The new stricter requirements are intended to: provide protection <br />for indigenous marine life; assure against pathogenic organisms and <br />viruses in waters used for swimming or other body-contact sports; <br />and remove toxic substances to a reasonable level by maximum re- <br />moval of suspended and settleable solids and floatable material; and <br /> <br />Standards have been proposed which are based on judgment and the <br />best available scientific knowledge to prevent the discharge to the <br />ocean of environmentally hazardous substances, including the dis- <br />charge of sewage sludge and supernatants; and <br /> <br />The proposed policy and standards contain provisions for exceptions, <br />based on prooer findings, and the Regional Water Quality Control <br />Board is given the latitude of effecting the stricter requirements <br />at the ~'earliest possible time~'; and <br /> <br />The Southern California Coastal Water Research Project is presently <br />engaged in a study of the effect of ocean discharge on the Pacific <br />Ocean waters of the Southern California coastline, which study has <br />been underway for the past two and one-half years with the Ventura <br />County, Los Angeles County, Orange County, City of Los Angeles, and <br />the City of San Diego sanitation agencies as supporting bodies who <br />consider a practical completion date for said study to be from July <br />to October of 1972; and <br /> <br />The Southern California Coastal Water Research Project may provide <br />fundamental scientific facts which will not only guarantee protec- <br />tion and conservation of marine resources, but may also enhance the <br />beneficial uses of these resources by promoting increased produc- <br />tivity in the ocean; and <br /> <br />There is a strong desire on the part of those connected with the <br />Southern California Coastal Water Research Project to postpone any <br />consideration of stricter standards until the completion and <br />evaluation of the water research study; and <br /> <br />There appears to be two choices: (1) Place the stricter require- <br />ments in effect now and rely on the judgment of the California <br />Water Resources Centrol Board and the Regional Water Quality Con- <br />trol Board to achieve the Board's objectives in a reasonable <br />~anmer, or (2) Do nothing until the results of the Southern <br />California Coastal Water Research Project are kno%~a, analyzed, <br />subjected to public comment, and then utilized to revise or modify <br />the stricter requirements of the State Water Resources Control <br />Board; <br /> <br /> <br />
