CITY OF PLEASANTON COUNTY OF ALAMEDA STATE OF CALIFORNIA RESOLUTION NO. 79-16 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON ESTABLISHING POLICIES WITH RESPECT TO DEVELOPMENT WITHIN SCENIC ROUTE VIEWSHEDS. WHEREAS, in accordance with State law and guidelines, the City's General Plan designates certain roads as scenic routes and contains goals and policies concerning the protection and enhancement of the scenic character of these routes; and WHEREAS, in conjunction with the City and Alameda County and the City of Fremont, the State of California has designated portions of Route 680 a State scenic route and may so designate Route 580; and WHEREAS, the City Council in Resolution 77-230 adopted specific measures to protect the scenic qualities of Routes 680 and 580, one of which was the adoption of necessary ordinances to implement the Resolution; and WHEREAS, upon examination of existing City ordinances, the City Council has found that the existing City controls regu- lating development - zoning, conditional use permit, design review, subdivision approval, grading controls - are sufficient to implement the goals and policies of the Scenic Highways Element and Resolution 77-230; and WHEREAS, the City is desirous in Resolution 77-230 routes. of extending the measures adopted to all the City's designated scenic NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES RESOLVE AS FOLLOWS: Section 1. That all City decision-making bodies - City Council, Planning Commission, Design Review Board, Board of Adjustment, Zoning Administrator, Chief Building Inspector - shall ensure that all new development, alteration or improvement of any real property and/or structure (including establishing uses; grading, paving, or earthmoving; erection of any structure including signs; and addition to or alteration of an existing structure); (1) shall be consistent with the policies established for each scenic route in the Scenic Highways Element; (2) shall not degrade the scenic and aesthetic qualities present along the scenic route~ (3) shall not detract from nor obstruct the significant panoramic views as seen by users of the scenic route; and (4) shall meet the minimum design controls established in Resolution 77-230.
