CITY OF PLEASANTON <br />COUNTY OF ALAMEDA <br />STATE OF CALIFORNIA <br /> <br />RESOLUTION NO. 79-16 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />PLEASANTON ESTABLISHING POLICIES WITH RESPECT TO <br />DEVELOPMENT WITHIN SCENIC ROUTE VIEWSHEDS. <br /> <br />WHEREAS, <br /> <br />in accordance with State law and guidelines, the City's <br />General Plan designates certain roads as scenic routes <br />and contains goals and policies concerning the protection <br />and enhancement of the scenic character of these routes; and <br /> <br />WHEREAS, <br /> <br />in conjunction with the City and Alameda County and the <br />City of Fremont, the State of California has designated <br />portions of Route 680 a State scenic route and may so <br />designate Route 580; and <br /> <br />WHEREAS, <br /> <br />the City Council in Resolution 77-230 adopted specific <br />measures to protect the scenic qualities of Routes 680 <br />and 580, one of which was the adoption of necessary <br />ordinances to implement the Resolution; and <br /> <br />WHEREAS, <br /> <br />upon examination of existing City ordinances, the City <br />Council has found that the existing City controls regu- <br />lating development - zoning, conditional use permit, <br />design review, subdivision approval, grading controls - <br />are sufficient to implement the goals and policies of <br />the Scenic Highways Element and Resolution 77-230; and <br /> <br />WHEREAS, <br /> <br />the City is desirous <br />in Resolution 77-230 <br />routes. <br /> <br />of extending the measures adopted <br />to all the City's designated scenic <br /> <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES <br />RESOLVE AS FOLLOWS: <br /> <br />Section 1. That all City decision-making bodies - City Council, <br /> Planning Commission, Design Review Board, Board of Adjustment, <br /> Zoning Administrator, Chief Building Inspector - shall <br /> ensure that all new development, alteration or improvement <br /> of any real property and/or structure (including establishing <br /> uses; grading, paving, or earthmoving; erection of any <br /> structure including signs; and addition to or alteration <br /> of an existing structure); (1) shall be consistent with the <br /> policies established for each scenic route in the Scenic <br /> Highways Element; (2) shall not degrade the scenic and <br /> aesthetic qualities present along the scenic route~ <br /> (3) shall not detract from nor obstruct the significant <br /> panoramic views as seen by users of the scenic route; and <br /> (4) shall meet the minimum design controls established <br /> in Resolution 77-230. <br /> <br /> <br />
