RESOLUTION NO. PC-2023-5 <br />A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF <br />PLEASANTON RECOMMENDING ADOPTION OF COMPONENTS OF THE <br />STONERIDGE MALL FRAMEWORK (CASE NO. P22-0969) <br />WHEREAS, State Housing Element Law (Government Code Sections 65580 et <br />seq.) requires that the City adopt a Housing Element for the eight-year period 2023- <br />2031 to accommodate the City regional housing need allocation (RHNA); and <br />WHEREAS, to comply with State Housing Element Law, the City has prepared <br />Housing Element Update 2023-2031 (the Housing Element); and <br />WHEREAS, the City of Pleasanton has identified 18 acres of the Stoneridge <br />Shopping Center (Site 2) in its Housing Element as a site to be rezoned for housing; <br />and <br />WHEREAS, pursuant to the California Environmental Quality Act (CEQA), a <br />Program Environmental Impact Report (EIR) was prepared for the Housing Element; <br />and <br />WHEREAS, in acknowledgement of the unique characteristics of the Stoneridge <br />Shopping Center site, multiple ownership entities, City and community objectives <br />related to design and placemaking elements, along with the goal of preparing a vision <br />statement, guiding principles for future development and a long-range land use planning <br />document, the City commenced the Stoneridge Mall Framework process in August of <br />2022; and <br />WHEREAS, the City has actively engaged with the multiple property owners and <br />the community to: (1) draft long-term goals and outcomes for the Stoneridge Shopping <br />Center; and (2) to facilitate consensus among the property owners for distribution <br />among the parcels of the housing units contemplated at Stoneridge Shopping Center in <br />the Housing Element; and <br />WHEREAS, on December 15, 2022, the Planning Commission and the City <br />Council held a joint public meeting to receive public comment and provide direction to <br />staff regarding the Stoneridge Mall Framework; and <br />WHEREAS, on January 11, 2023, staff provided the Planning Commission with a <br />document named Stoneridge Mall Framework Components, which was inclusive of the <br />allocation of housing units contemplated at Stoneridge Shopping Center in the Housing <br />Element, a vision statement, guiding principles for future development and design and <br />placemaking elements; and <br />WHEREAS, on January 11, 2023, the Planning Commission held a duly noticed <br />public hearing and considered the written agenda report, relevant exhibits, <br />recommendations of City staff, and received testimony from interested parties; and
