THE CITY OF Planning Commission <br /> EASi,Ta ' Agenda Report <br /> .t. 111. <br /> LEASANTONU January 27, 2021 <br /> Item 1 <br /> SUBJECT: Actions of the City Council <br /> January 19, 2021 <br /> Consent Calendar: <br /> Actions of the Zoning Administrator and Planning Commission <br /> Adopt a resolution prohibiting parking of vehicles over twenty feet in length on the north side of <br /> the 1-580 freeway sound wall on Pimlico Drive from 3897 Brockton Drive due east to 3783 Pimlico <br /> Drive <br /> Introduce and waive first reading of an ordinance amending Title 11, Chapter 11.20, Section <br /> 11.20.010 of the Pleasanton Municipal Code changing the speed limit on portions of Stoneridge <br /> Drive from 45 MPH to 40 MPH <br /> Approve on-call CEQA agreements with FirstCarbon Solutions, Placeworks, and Rincon <br /> Consultants, LLC <br /> Council approved the consent calendar as submitted <br /> Public Hearing: <br /> PUBLIC HEARING: Consider introduction and waive first reading of an ordinance approving <br /> amendments to Chapters 18.08, 18.28, 18.32, 18.36, 18.44, 18.46, 18.84, 18.88 and 18.106 of <br /> the Pleasanton Municipal Code to comply with state legislation for accessory dwelling units; and <br /> consider adoption of a resolution modifying the Master Fee Schedule regarding impact fees for <br /> accessory dwelling units <br /> Action recommended: Staff recommends City Council introduce the draft ordinance <br /> to amend Pleasanton Municipal Code Chapter 18; and adopt <br /> a resolution amending Master Fee Schedule regarding <br /> impact fees for accessory dwelling units <br /> Action taken: Council introduced an ordinance to amend Pleasanton <br /> Municipal Code Chapter 18, incorporating staff <br /> recommendation on all items, except that the ordinance <br /> should be further modified to reflect that second-story ADUs, <br /> attached and detached, are not allowed Citywide; Council <br /> approved the resolution amending Master Fee Schedule, per <br /> staff recommendation <br /> Vote: 4-1 (Councilmember Balch No) <br /> Actions of the City Council Page 1 of 1 January 27, 2021 <br />Community Development <br /> P20-0992, 4301 Hacienda Drive, Suite 120 Planning Commission <br /> 7 of 7 <br />/employees on-site at any one time or alternative hours of <br /> operation. <br /> Traffic and Circulation <br /> The Traffic Engineering Division has reviewed the project narrative and plan and determined <br /> the proposed private school would not have significant impacts on the existing traffic levels, <br /> circulation, and parking. Therefore, a traffic or parking study was not required for this project. <br /> However, the applicant would be required to pay the City Traffic Impact Fee for increasing the <br /> number of students within the private school. If unanticipated impacts are observed, then the <br /> application may be brought back to the Planning Commission to impose additional mitigation <br /> measures. <br /> ALTERNATIVES <br /> As outlined above, staff believes the use, as proposed and conditioned, would be compatible <br /> with the surrounding businesses and would not detrimentally affect the surrounding uses or <br /> properties and recommends the Planning Commission approve the project. However, <br /> alternatives to the proposal that could be considered by the Planning Commission include: <br /> 1. Denial of the application.
