THE CITY OF <br /> immiteriarli.„ <br /> 1 3 <br /> pLEASANTONCITY COUNCIL AGENDA REPORT <br /> December 3, 2019 <br /> City Manager <br /> TITLE: RECEIVE AN UPDATE ON STATE LEGISLATION SESSION AND REVIEW <br /> CITY POSITIONS ON HOUSING AND NON-HOUSING RELATED BILLS <br /> SUMMARY <br /> On April 19, 2019, the City Council adopted the 2019 Pleasanton Legislative <br /> Framework, which guides the City's response to pending state and federal legislation. <br /> The City's Legislative Framework includes the Tri-Valley Cities Legislative Framework <br /> and Housing and Policy Framework. At the meeting, the City Council also established <br /> the City's position on key state housing legislation. <br /> On July 16, 2019, the City Council adopted positions on additional housing and non- <br /> housing related bills, and directed staff to provide updates and additional <br /> recommendations for positions on legislation as needed. Overall, the City took a <br /> position on 26 bills on a range of topics including housing, transportation, maintaining <br /> local control, water, and the environment. <br /> September 13, 2019 marked the last day for each of the state legislative bodies to pass <br /> a bill, and October 13, 2019, was the last day for the Governor to sign or veto a bill. Of <br /> the 26 bills on which the City took a position, eight were signed into law, one was <br /> vetoed and seventeen became two year bills. <br /> RECOMMENDATION <br /> Receive an update on the outcome of the 2019 State Legislative session and <br /> prospective (2020) legislation, and review City positions on housing and non-housing <br /> related bills. <br /> FINANCIAL STATEMENT <br /> There is no financial impact. <br />
