THE CITY OF immiteriarli.„ 1 3 pLEASANTONCITY COUNCIL AGENDA REPORT December 3, 2019 City Manager TITLE: RECEIVE AN UPDATE ON STATE LEGISLATION SESSION AND REVIEW CITY POSITIONS ON HOUSING AND NON-HOUSING RELATED BILLS SUMMARY On April 19, 2019, the City Council adopted the 2019 Pleasanton Legislative Framework, which guides the City's response to pending state and federal legislation. The City's Legislative Framework includes the Tri-Valley Cities Legislative Framework and Housing and Policy Framework. At the meeting, the City Council also established the City's position on key state housing legislation. On July 16, 2019, the City Council adopted positions on additional housing and non- housing related bills, and directed staff to provide updates and additional recommendations for positions on legislation as needed. Overall, the City took a position on 26 bills on a range of topics including housing, transportation, maintaining local control, water, and the environment. September 13, 2019 marked the last day for each of the state legislative bodies to pass a bill, and October 13, 2019, was the last day for the Governor to sign or veto a bill. Of the 26 bills on which the City took a position, eight were signed into law, one was vetoed and seventeen became two year bills. RECOMMENDATION Receive an update on the outcome of the 2019 State Legislative session and prospective (2020) legislation, and review City positions on housing and non-housing related bills.
