THE CITY OF <br /> CITY COUNCIL AGENDA REPORT 1 3 <br /> pL-EASANTON. <br /> November 5, 2019 <br /> Operations Services <br /> TITLE: RATIFY CONTRACT AMENDMENT WITH CAROLLO ENGINEERS FOR <br /> CIP NO. 17100 IN THE AMOUNT OF $197,854 TO PERFORM AN <br /> EVALUATION OF PER- AND POLYFLUOROALKYL SUBSTANCES <br /> (PFAS) TREATMENT AT WELLS 5, 6, AND 8 <br /> SUMMARY <br /> On March 19, 2019, City Council approved a professional services agreement with <br /> Carollo Engineers in the amount of $349,760 for evaluation of nitrification within the <br /> City's water distribution system and to perform a condition assessment of the facilities at <br /> Wells 5, 6, and 8. Since that time, testing at Wells 5, 6, and 8 have identified the <br /> presence of certain non-regulated contaminants of emerging concern referred to as <br /> PFAS (per- and polyfluoroalkyl substances). This contract amendment increases the <br /> compensation amount by $197,854 for Carollo to evaluate PFAS treatment alternatives <br /> at all well locations. This amendment increases the total contract compensation to <br /> $547,614. The amendment also extends the contract period to December 31, 2020. <br /> This time extension will keep the Carollo contract active through completion of both the <br /> original and amended scope of work. <br /> RECOMMENDATION <br /> Staff recommends that the City Council: <br /> 1. Ratify the contract amendment with Carollo Engineers for CIP 17100 in the amount <br /> of $197,854 with a contract term date extension to December 31, 2020. <br /> 2. Allocate $200,000 from Fund 421 Water Replacement Capital Improvement <br /> Program to CIP No. 17100. <br /> FINANCIAL STATEMENT <br /> The anticipated total project expenditures for the nitrification evaluation, Wells 5, 6, and <br /> 8 condition assessment, and added PFAS treatment evaluation is $600,000. Staff <br /> recommends that City Council allocate an additional $200,000 from Fund 421 Water <br /> Replacement Capital Improvement Program to CIP No. 17100 to fund this project. <br />
