14(a) <br /> THE CITY OF <br /> CITY COUNCIL AGENDA REPORT <br /> PLEASANTON. <br /> April 17, 2018 <br /> City Manager <br /> TITLE: APPROVE THE ALLOCATION OF HOUSING AND HUMAN SERVICES <br /> GRANT (HHSG) AND COMMUNITY GRANT PROGRAM FUNDS FOR THE <br /> FISCAL YEAR 2018 GRANT FUNDING CYCLE (CITY FY 2018/19) <br /> SUMMARY <br /> The FY2018/19 Housing and Human Services Grant (HHSG) program received twenty- <br /> eight (28) applications for funding from a wide range of agencies serving a variety of <br /> community needs. The HHSG program distributes funding from the federal Community <br /> Development Block Grant (CDBG) and HOME Investment Partnership Program <br /> (HOME) programs, Lower Income Housing Funds (LIHF), and City General Funds. The <br /> Community Grant (CG) program received nineteen (19) applications serving the <br /> arts/culture and youth categories. This report summarizes the applications that were <br /> received for the HHSG and CG programs and provides a funding recommendation from <br /> the respective program advisory Commissions and Staff to allocate funds for the fiscal <br /> year beginning July 1, 2018. <br /> RECOMMENDATION <br /> 1. As recommended by the Human Services and Housing Commissions, allocate <br /> $693,342 in HHSG funds as listed in Table A of the draft Resolution. <br /> 2. As recommended by the Civic Arts and Youth Commissions, allocate $82,670.61 in <br /> CG funds as listed in Table B of the draft Resolution. <br /> 3. Adopt the attached draft Resolution approving the allocation of HHSG and CG funds <br /> for FY 2018/19 (as listed in Tables A and B of that attachment) and authorize the <br /> City Manager to enter into contracts with sub-recipients and take all other actions <br /> necessary to carry out the HHSG and CG programs for FY 2018/19. <br /> FINANCIAL STATEMENT <br /> As summarized in Table 1, if approved as recommended, the City Council would <br /> allocate through the HHSG program: a projected $331,716 in federal CDBG funds, <br /> which includes $49,563 carry-over funds from previous fiscal years; a projected $88,247 <br /> in federal HOME funds; $67,000 in City LIHF funds; and $206,379 from the City's <br /> General Fund. The federal CDBG and HOME funding amounts are projections as the <br /> U.S. Department of Housing & Urban Development (HUD) has not provided the City <br /> with its CDBG and HOME funding allocations for FY 2018/2019. <br />
