1 MINUTES CITY OF PLEASANTON REGULAR CITY COUNCIL MEETING January 20, 2009 CALL TO ORDER Councilmember Thorne called the regular meeting to order at 7:00 p.m. Councilmember Sullivan led in the Pledge of Allegiance and provided the introductory remarks. ROLL CALL Present: Councilmembers McGovern, Sullivan and Thorne Absent: Vice Mayor Cook-Kallio and Mayor Hosterman AGENDA AMENDMENTS Councilmember Sullivan requested that Consent Item 4 be continued to February 3, 2009. City Manager Nelson Fialho noted that staff was contacted by the applicants for PUD-76 (Item 17) requesting a continuance to February. CONSENT CALENDAR Administrative Services Approved special meeting minutes of November 25, 2008 and special and regular meeting minutes of December 16, 2008 City Attorney 2. Authorized joining an Amicus Curiae brief to support the City of Irvine's efforts to challenge its regional housing needs assessment Councilmember Thorne reviewed the decision of the League of Californian Cities to not join in the Amicus Curiae brief. If the courts do influence Irvine's RENA numbers, those requirements must be transferred to another city, therefore the League has deferred action to individually cities. He noted his support, citing the general consensus throughout California is that the RENA system is in need of checks and balances via the courts. Councilmember McGovern asked that the public be made aware that RENA numbers are unfunded mandates by the State requiring cities to build large numbers of housing units. Cities cannot afford to meet these requirements and she concurred with Councilmember Thorne that judicial review is necessary. 3. Public Hearing: Adopted Resolution No. 09-257 authorizing rescission of an existing Williamson Act Contract and approval of a revised Williamson Act Contract on property within the Vineyard Avenue Corridor Specific Plan Area City Council Minutes Page 1 of 11 January 20, 2009
