PC-2026-07 <br /> <br />A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF PLEASANTON <br />RECOMMENDING THAT THE CITY COUNCIL APPROVE PROPOSED AMENDMENTS TO <br />REPEAL AND REPLACE CHAPTER 18.110 OF THE PLEASANTON MUNICIPAL CODE <br />AND ADOPT NEW POLICIES RELATED TO APPLICATIONS FOR WIRELESS FACILITIES <br />(MACRO TOWERS, SMALL CELLS, AND MODIFICATIONS TO EXISTING <br />TOWERS)(CASE NO. P26-0123) <br /> <br /> <br />WHEREAS, on May 5, 1998 the City Council adopted Ordinance 1743, amending the <br />Pleasanton Municipal Code to add a new Chapter 18.110 regarding personal wireless service <br />facilities; and <br /> <br />WHEREAS, Chapter 18.110 has been updated and amended several times since its <br />original adoption, including a major amendment in 2014 (Ordinance 2086) and other minor <br />amendments over time; and <br /> <br />WHEREAS, on March 11, 2019 the City Council adopted Ordinance 2188 as an <br />urgency item, in response to a Federal Communications Commission (FCC) ruling establishing <br />reduced application processing timeframes, amending Chapter 18.110 to incorporate a special <br />provision for Small Wireless Facilities, and making such facilities subject to requirements <br />established in a separate policy adopted by City Council resolution; and at that same meeting <br />adopted said policy; and <br /> <br />WHEREAS, wireless facilities are a heavily regulated area of state and federal law, with <br />these rules subject to significant change over time, as documented in the March 25, 2026 <br />Planning Commission Agenda Report; and <br /> <br />WHEREAS, wireless technologies and communications is a complex and evolving <br />technical field; and <br /> <br />WHEREAS, the proposed amendments are consistent with the ONE Pleasanton <br />Strategic Plan - Funding Our Future, Strategy 2 - Identify expanded and new revenue sources <br />to address significant infrastructure needs, for which the City Council has identified <br />opportunities to expand cellular leasing activities as a potential source of new revenue that <br />should be explored; and <br /> <br />WHEREAS, the City’s wireless regulations, including Chapter 18.110 and the Small <br />Wireless Facilities policy require amendments to better align with state and federal law, and to <br />provide more comprehensive and effective guidance with respect to the siting, design, and <br />review procedures for all types of wireless facilities, as well as to facilitate improved cellular <br />coverage in the City of Pleasanton for residents, businesses, and emergency service <br />providers, while ensuring new and modified facilities will be well-designed, appropriately <br />located and visually unobtrusive; and <br /> <br />Docusign Envelope ID: 51CE5BDE-55F1-4B3D-8865-17E5814CF0C5
