ORDINANCE NO. 2296 <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PLEASANTON <br />AMENDING CHAPTER 14.16 OF THE PLEASANTON MUNICIPAL CODE TO <br />CONFORM WITH THE OBLIGATIONS SPECIFIED IN THE STATE WATER <br />RESOURCES CONTROL BOARD ADOPTED CROSS -CONNECTION POLICY <br />HANDBOOK <br />WHEREAS, in October of 2017 the passage of Assembly Bill 1671 directed the State <br />Water Resources Control Board to adopt standards for backflow protection and cross connection <br />controls; and <br />WHEREAS, on December 19, 2023, the State Water Resources Control Board adopted <br />the Cross -Connection Control Policy Handbook; and <br />WHEREAS, the regulations as described in the State Water Resources Control Board <br />adopted Cross -Connection Control Policy Handbook became effective on July 1, 2024; and <br />WHEREAS, the regulations as described in the Cross -Connection Control Policy <br />Handbook are necessary to protect public health by establishing standards to ensure public water <br />systems will not be impacted by the backflow of non -potable liquids or other substances; and <br />WHEREAS, Chapter 14.16 of the Pleasanton Municipal Code, most recently amended in <br />2009 by Ordinance No. 2000, details the City of Pleasanton's regulations for protection of the <br />public potable water supply; and <br />WHEREAS, the State Water Resources Control Board's adoption of the Cross - <br />Connection Policy Handbook created inconsistencies between those regulations described in the <br />Cross -Connection Policy Handbook and Chapter 14.16 of the Pleasanton Municipal Code; and <br />WHEREAS, an amendment to Chapter 14.16 of the Pleasanton Municipal Code is <br />necessary to resolve these inconsistencies. <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES <br />HEREBY ORDAIN AS FOLLOWS: <br />SECTION 1. Chapter 14.16 of the Pleasanton Municipal Code is hereby amended as <br />described in Exhibit A. <br />SECTION 2. A summary of this ordinance shall be published once within fifteen (15) <br />days after its adoption in "The Valley Times," a newspaper of general circulation published in the <br />City of Pleasanton, and the complete ordinance shall be posted for fifteen (15) days in the City <br />Clerk's office within fifteen (15) days after its adoption. <br />SECTION 3.
