RESOLUTION NO. 2025-008 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON APPROVING AMENDMENTS TO THE VINEYARD AVENUE CORRIDOR SPECIFIC PLAN TO ALIGN WITH HOUSING ELEMENT PERMITTED USES FOR THE SUBJECT PROPERTY AND OTHER CONFORMING CHANGES WHEREAS, on June 1, 1999, with the adoption of Ordinance 1782, the Vineyard Avenue Corridor Specific Plan (VACSP) was established; and WHEREAS, the City of Pleasanton adopted and re-adopted its Housing Element on January 26, 2023, June 20, 2023, and September 19, 2023, by Resolutions Nos. 23- 1358, 23- 1406, 23- 1414, respectively, and seeks to implement Program 1.1 by making necessary amendments to the VACSP; and WHEREAS, on January 22, 2025, the Planning Commission held a duly-noticed public hearing and considered relevant exhibits, recommendations of the City staff concerning this application, and received testimony from the applicant and interested parties; and WHEREAS, on January 22, 2025, the Planning Commission recommended approval of this application to the City Council; and WHEREAS, on February 18, 2025, the City Council held a duly-noticed public hearing and considered relevant exhibits, recommendations of the City staff concerning this application, and received testimony from the applicant and interested parties; and WHEREAS, the amendments to the VACSP implement the policies and programs of the 2023-2031 (6th Cycle) Housing Element Update considered in the Program Environmental Impact Report (State Clearinghouse No. 2022040091)which was certified by the City Council on January 26, 2023, by Resolution No. 23-1357. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES RESOLVE, DECLARE, DETERMINE AND ORDER THE FOLLOWING: SECTION 1. CEQA Findings. The City Council finds that the amendments to the VACSP are within the scope of the 2023- 2031 (6th Cycle) Housing Element Update Program Environmental Impact Report (State Clearinghouse No. 2022040091) which was certified by the City Council on January 26, 2023, by Resolution No. 23-1357. SECTION 2. The City Council finds that the proposed amendments to the VACSP are consistent with the goals and policies of the General Plan. The amendments are consistent with Housing Element Program 1.1. SECTION 3. The City Council approves the amendments to the Vineyard Avenue Corridor Specific Plan to align with Housing Element permitted uses for the subject property and other conforming changes as set forth in Exhibit A, attached hereto and incorporated herein by reference. PASSED, APPROVED AND ADOPTED by the City Council of the City of Pleasanton at a regular meeting held on February 18, 2025.
