RESOLUTION NO. 2025-008 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON <br /> APPROVING AMENDMENTS TO THE VINEYARD AVENUE CORRIDOR SPECIFIC <br /> PLAN TO ALIGN WITH HOUSING ELEMENT PERMITTED USES FOR THE SUBJECT <br /> PROPERTY AND OTHER CONFORMING CHANGES <br /> WHEREAS, on June 1, 1999, with the adoption of Ordinance 1782, the Vineyard Avenue <br /> Corridor Specific Plan (VACSP) was established; and <br /> WHEREAS, the City of Pleasanton adopted and re-adopted its Housing Element on <br /> January 26, 2023, June 20, 2023, and September 19, 2023, by Resolutions Nos. 23- 1358, 23- <br /> 1406, 23- 1414, respectively, and seeks to implement Program 1.1 by making necessary <br /> amendments to the VACSP; and <br /> WHEREAS, on January 22, 2025, the Planning Commission held a duly-noticed public <br /> hearing and considered relevant exhibits, recommendations of the City staff concerning this <br /> application, and received testimony from the applicant and interested parties; and <br /> WHEREAS, on January 22, 2025, the Planning Commission recommended approval of <br /> this application to the City Council; and <br /> WHEREAS, on February 18, 2025, the City Council held a duly-noticed public hearing and <br /> considered relevant exhibits, recommendations of the City staff concerning this application, and <br /> received testimony from the applicant and interested parties; and <br /> WHEREAS, the amendments to the VACSP implement the policies and programs of the <br /> 2023-2031 (6th Cycle) Housing Element Update considered in the Program Environmental Impact <br /> Report (State Clearinghouse No. 2022040091)which was certified by the City Council on January <br /> 26, 2023, by Resolution No. 23-1357. <br /> NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES <br /> RESOLVE, DECLARE, DETERMINE AND ORDER THE FOLLOWING: <br /> SECTION 1. CEQA Findings. The City Council finds that the amendments to the <br /> VACSP are within the scope of the 2023- 2031 (6th Cycle) Housing Element Update Program <br /> Environmental Impact Report (State Clearinghouse No. 2022040091) which was certified by the <br /> City Council on January 26, 2023, by Resolution No. 23-1357. <br /> SECTION 2. The City Council finds that the proposed amendments to the VACSP are <br /> consistent with the goals and policies of the General Plan. The amendments are consistent with <br /> Housing Element Program 1.1. <br /> SECTION 3. The City Council approves the amendments to the Vineyard Avenue <br /> Corridor Specific Plan to align with Housing Element permitted uses for the subject property and <br /> other conforming changes as set forth in Exhibit A, attached hereto and incorporated herein by <br /> reference. <br /> PASSED, APPROVED AND ADOPTED by the City Council of the City of Pleasanton at <br /> a regular meeting held on February 18, 2025. <br />
