9 <br /> THE CITY OF <br /> ILI <br /> no=~� m-°�'''= CITY COUNCIL AGENDA REPORT <br /> pL£ASANTON. <br /> September 3, 2019 <br /> Engineering <br /> TITLE: APPROVE THE FIRST AMENDMENT TO THE PROFESSIONAL <br /> SERVICES AGREEMENT WITH SCI CONSULTING GROUP FOR THE <br /> NOT-TO-EXCEED AMOUNT OF $66,800 FOR FINANCIAL AND <br /> ENGINEERING SERVICES FOR THE LIGHTING AND LANDSCAPE <br /> MAINTENANCE DISTRICTS <br /> SUMMARY <br /> There are five Lighting and Landscape Maintenance Districts (LMDs) managed by the <br /> City of Pleasanton: Ponderosa-Del Prado, Windsor, Bonde Ranch, Oak Tree Farm, and <br /> Moller Ranch. Assessments for every LMD have not increased since their formation. <br /> Consequently, the LMDs do not have adequate funding to cover maintenance <br /> requirements and eventual capital replacements. <br /> In December 2018 the City awarded a contract to SCI Consulting Group (SCI) to review <br /> and update the Engineer's Reports for each of the five LMDs. These reports were the <br /> basis for the assessments approved by City Council in June 2019 for tax year 2020. The <br /> reports were also the first step required to consider assessment increases, which must <br /> comply with the requirements of California Proposition 218.The proposed amendment to <br /> the professional services agreement with SCI is to prepare the FY 2021 Engineer's <br /> Reports for each of the five districts, and to address the funding shortfalls of the two <br /> LMDs with the greatest funding challenges: Windsor and Bonde Ranch. SCI, in <br /> conjunction with City Staff, will work with the residents of both Windsor and Bonde <br /> Ranch towards a Proposition 218 compliant vote. If successful, the assessments in these <br /> two districts will increase for tax year 2021 by an amount necessary to cover both <br /> maintenance and eventual capital replacement. The remaining districts will be addressed <br /> in future years. <br /> RECOMMENDATION <br /> 1. Authorize the City Manager to execute the first amendment to the professional <br /> services agreement with SCI Consulting Group in the amount of$66,800 for a total <br /> contract amount of $97,360. <br /> 2. Authorize expenditures of $66,800 from the General Engineering — Professional <br /> Services budget to cover the cost of the amendment. <br /> FINANCIAL STATEMENT <br /> Funds are budgeted for this purpose in the FY 19/20 Engineering Operating Budget. <br />
