14 <br /> THE CITY OF <br /> CITY COUNCIL AGENDA REPORT <br /> pL£ASANTON. <br /> September 3, 2013 <br /> Department of Community Development <br /> Planning Division <br /> TITLE: CONSIDER (1) INTRODUCTION OF AN ORDINANCE APPROVING A <br /> PLANNED UNIT DEVELOPMENT (PUD) DEVELOPMENT PLAN TO <br /> CONSTRUCT 210 APARTMENT UNITS, 97 SINGLE-FAMILY DETACHED <br /> UNITS, AND RELATED SITE ON- AND OFF-SITE IMPROVEMENTS ON AN <br /> APPROXIMATELY 26.72-ACRE SITE LOCATED AT 1600 \'ALLEY AVENUE <br /> (SOUTH SIDE OF THE PLEASANTON GATEWAY SHOPPING CENTERF; (2) <br /> INTRODUCTION OF AN ORDINANCE APPROVING A DEVELOPMENT <br /> AGREEMENT; (3) AN AFFORDABLE HOUSING AGREEMENT; AND (4) A <br /> GROWTH MANAGEMENT AGREEMENT <br /> SUMMARY <br /> The applications are for a residential development containing 210 apartment units and 93 <br /> single-family detached units located at 1600 Valley Avenue, on the south side of the <br /> Pleasanton Gateway (Safeway) shopping center. Related land use applications include a <br /> development agreement to vest the project's entitlement for ten years, an affordable <br /> housing agreement, and a growth management agreement. <br /> HOUSING COMMISSION RECOMMENDATION <br /> On July 23, 2013, the Housing Commission recommended approval of an Affordable <br /> Housing Agreement as described in Attachment 2. <br /> PLANNING COMMISSION RECOMMENDATION <br /> On August 14, 2013, the Planning Commission recommended approval of the PUD <br /> development plan application subject to the conditions shown in Exhibit A (Attachment 1) <br /> and recommended approval of the development agreement (Attachment 3). <br /> RECOMMENDATION <br /> 1. Find that the conditions described in CEQA Guidelines Section 15162 have not <br /> occurred as described in the Addendum to the SEIR and find that the previously <br /> prepared SEIR, including the adopted CEQA Findings and Statement of <br /> Overriding Considerations, and the Addendum to the SEIR are adequate to serve <br /> as the environmental documentation for the proposed PUD Development Plan and <br /> Development Agreement and satisfies all the requirements of CEQA; <br /> 2. Find that the proposed PUD development plan and developmert agreement are <br /> consistent with the General Plan; <br />
