THE CITY OF 8 <br /> "' CITY COUNCIL AGENDA REPORT <br /> pLE ASANTON, <br /> September 3, 2013 <br /> Community Development <br /> Engineering Division <br /> TITLE: APPROVE PLANS AND SPECIFICATIONS, REVIEW BIDS AND AWARD <br /> CONTRACT TO MOZINGO CONSTRUCTION, INC. IN THE AMOUNT OF <br /> $547,357 FOR THE ANNUAL WATER MAIN REPLACEMENT — JOHNSON <br /> DRIVE PROJECT, CIP 131028 <br /> SUMMARY <br /> Bids have been received for the project and staff is recommending award of the <br /> construction contract to the lowest responsible bidder, Mozingo Construction, Inc. in the <br /> amount of $547,357. The project replaces approximately 3,200 linear feet of water <br /> main on Johnson Drive. The existing line is made of asbestos concrete pipe which was <br /> installed in the early 1960s. This pipe is installed behind the curb and in landscaping <br /> areas where there is potential for large tree roots to break the aged p pe. Customers <br /> using this water line are high demand, commercial category customers. The new pipe <br /> material will be PVC C-900 and will be installed in the public right of way. The old line <br /> will be abandoned in place. <br /> RECOMMENDATION <br /> 1. Approve plans and specifications for this project. <br /> 2. Review the bids received and award the contract for the project to Mozingo <br /> Construction, Inc. of Oakdale, California, for a low bid amount of$547,357. <br /> 3. Authorize the City Manager to enter into the project contract. <br /> 4. Authorize the Director of Community Development to approve and execute any <br /> required contract change orders to address any unforeseen project conditions for a <br /> not-to-exceed amount of $82,105 (approximately 15% of the contract). <br /> 5. Authorize the transfer of the project balance of $430,432 from the Annual Water <br /> Main Replacement project, CIP No. 111028 to CIP No. 131028. <br /> FINANCIAL STATEMENT <br /> Total project cost is estimated at $656,068, including $82,105 of project contingency. <br /> Funding for this project is provided through the Annual Water Main Replacement <br /> projects, CIP No. 131028 and CIP No. 111028. Funding and anticipated expenditures <br /> are detailed in Attachment 2. <br />
