CITY COUNCIL OF THE CITY OF PLEASANTON ALAMEDA COUNTY, CALIFOI~IA RESOLUTION NO. 81-249 RESOLUTION REQUESTING A REVISED SPHERE OF II~LUENCE FOR THE CITY OF PLEASANTON WHEREAS, in 1976 the Local Agency Formation Commission (LAFCO) of Alameda County established a Sphere of Influence for the City of Pleasanton which encompassed the Amador Valley and environs, including the Alameda County portion of the Valley Community Services District (now Dublin San Ramon Services District (DSRSD)); and WHEREAS, LAFCO has asked the City of Pleasanton if it wished to have its Sphere of Influence reassessed in light of proposed developments along the boundaries of the City's present Sphere and the City of Pleasanton has formally requested such a reassessment; and WHEREAS, the City of Pleasanton has studied the areas surrounding its present City limits, has reviewed the purposes of sphere delineation and local policies, and has assessed the short and long term development potential of such areas; and WHEREAS, the City of Pleasanton is supportive of the citizens of Dublin being able to choose whether to incorporate into a city; and ~REAS, the Ruby Hills area has long been located within Pleasanton's planning area. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON RESOLVES AS FOLLOWS: Section 1. That the Sphere of Influence for the City of Pleasanton should remain essentially intact south of 1-580 except that the spherebe extended easterly to include the "Ruby Hills" area southwest of the intersection of Isabel and Vineyard Avenues, or alternatively, that a special zone for open space/agricultural protective purposes be established for that area. Section 2. That Dublin and other areas north of 1-580 be deleted from the City of Pleasanton sphere in the event Dublin chooses to incorporate in November, 1981; in the event Dublin does not incorporate, the existing sphere north of 1-580 should remain intact. Section 3. That this resolution be forwarded to the Alameda County LAFCO. III
