CITY COUNCIL OF THE CITY OF PLEASANTON ALAMEDA COUNTY, CALIFORNIA RESOLUTION NO. 81-242 RESOLUTION APPROVING AN AMENDMENT TO THE CIRCULATION ELEMENT OF THE GENERAL PLAN TO INDICATE HOPYARD ROAD BETWEEN WEST LAS POSITAS BOULEVARD AND 1-580 AS A SIX-LANE MAJOR THOROUGHFARE WHEREAS, at its meeting of July 28, 1981, the City Council received a request for an amendment to the Circulation Element of the General Plan to indicate Hopyard Road between West Las Positas Boulevard and 1-580 as a six-lane thoroughfare rather than a four-lane thorough- fare; and WHEREAS, the Planning Commission held a public hearing on July 15, 1981 regarding GP-81-4 and has made recommenda- tions for approval of the General Plan change, subject to certain conditions; and W]IEREAS, a public hearing was held on July 28, 1981, at which time the City Council reviewed the proposed amendment to the Circulation Element of the General Plan and considered all reports, documents, testimony and recommendations; and WHEREAS, on July 28, 1981 a Negative Declaration regarding the proposed amendment was adopted by the City Council; and WHEREAS, the City Council desires to make a change to the Circulation Element of the General Plan at this time as one of the three times during the calendar year such changes may be made. NOW, Tt~REFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON RESOLVES AS FOLLOWS: Section 1: Approves the amendment to the Circulation Element of the General Plan to indicate Hopyard Road between West Las Positas Boulevard and 1-580 as a six-lane major thoroughfare rather than a four-lane thoroughfare, subject to the following conditions: that Hopyard Road shall be a six-lane thoroughfare to include include three through lanes in a southerly direction, three through lanes in a northerly direction, median, bicycle lanes, left/right turn lanes and acceleration/deceleration lanes as required;
