CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br /> ALAMEDA COUNTY, CALIFORNIA <br /> <br /> P~SOLUTION NO. 82-61 <br /> <br />RESOLUTION IN SUPPORT OF LEAGUE OF CALIFORNIA <br />CITIES OPPOSITION TO THE STATE BUDGET PROPOSALS <br />FOR 1982-83 <br /> <br />WHEREAS, <br /> <br />the City of Pleasanton is in receipt of the proposed <br />budget for the State of California for 1982-83 <br />along with an analysis by the League of California <br />Cities; and <br /> <br />WHEREAS, the proposed budget and the League of California <br /> Cities analysis have been reviewed; and <br /> <br />WHEREAS, <br /> <br />the large disparity between the proposed reduction <br />in funding levels asked of local agencies in <br />comparison with those of state programs is inequitable; <br /> <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON <br />FJESOLVES AS FOLLOWS: <br /> <br />Section 1: The City Council of the City of Pleasanton <br /> opposes the proposed 1982-83 State budget. <br /> <br />Section 2: <br /> <br /> The City Council of the City of Pleasanton <br />supports the position taken by the League of <br />California Cities as follows: <br /> <br />That the cutback burden experienced by the <br />State should be equalized between state <br />programs and local services. <br /> <br />That cities should be provided subventions <br />which permit revenue growth at least comparable <br />with schools or counties; approximately 7%. <br /> <br />That if cities are required to give up virtually <br />all the Proposition 13 bail-out to the state, <br />it is time to establish a permanent, long- <br />range revenue base for cities that returns <br />predictability to local fiscal planning and <br />authority over local tax sources to "locally" <br />elected officials and a majority of their <br />voters. <br /> <br />That cities need a guaranteed immunity from <br />future additional changes in state subventions, <br />either constitutionally or statutorily. <br /> <br /> <br />
