WtlEREAS, <br /> <br />WHEREAS, <br /> <br />~-~tEREAS , <br /> <br />WHEREAS <br /> <br />W]IEREAS <br />WHEREAS <br /> <br />CITY COUNCIL OF TIlE CITY OF PLEASANTON <br /> <br />ALAMEDA COUNTY, CALIFORNIA <br /> <br />RESOLUTION NO. 82-88 <br /> <br />A RESOLUTION ESTABLIStlING CITY POLICY TO NOT <br />EXTEND RAP OR ~ DEVELOPmeNT APPROVALS BEYOND <br />TIlE EIGHTEEN (18) MONTtl PERIOD PROVIDED BY <br />OFDINANCE <br /> <br />the revised Growth Management Program contains a <br />provision that projects receiving development <br />approvals under the smaller project procedure will <br />have the approvals lapse eighteen (18) months from <br />the date of approval if construction has not <br />begun; and <br /> <br />the prior Residential Allocation Program contained <br />a similar lapsing provision which still applies <br />to projects with phased approvals and extended <br />approvals; and <br /> <br />in the past extensions were granted to projects <br />which had not begun within the required time frame; <br />and <br /> <br />during the Growth Management Program revision <br />hearings, the wisdom and propriety of granting <br />extensions were questioned; and <br /> <br />the General Plan growth policies are best met by <br />the timely construction of units approved; and <br /> <br />due to the limited growth of new residential units <br />and the large number of builders with projects <br />hoping to be able to develop, it is inappropriate <br />to allow approved units to be hoarded by those not <br />wishing to build in the near term; and <br /> <br />~IEREAS, <br /> <br />it is in the best interest of the City and the <br />developers to have developers apply only for that <br />number of units which they feel they can build <br />within the eighteen (18) month period; <br /> <br />NOW, TtlEP~FORE, THE CITY CO~CIL OF TIE CITY OF PLEASANTON P~SOLVES <br />AS FOLLOWS: <br /> <br />Section 1: That it is the City Council's policy not to extend <br /> RAP or G~ development approvals past their respective <br /> expiration dates. <br /> <br />Section 2: This resolution shall become effective immediately <br /> upon its passage and adoption. <br /> <br /> <br />
