CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br />.ALAMEDA COUNTY, CALIFORNIA <br /> <br />RESOLUTION NO. 82-124 <br /> <br />A RESOLUTION FAVORING ADOPTION BY THE STATE <br />OF ACA 73 AND/OR SCA 48 RELATING TO THE ~THOD <br />OF SELECTING STATE PUBLIC UTILITIES COMMISSIONERS <br /> <br />WHEREAS, <br /> <br />recent Pacific, Gas and Electric rate increases <br />granted by the California Public Utilities <br />Commission (PUC) has focussed attention on the <br />accountability of PUC commissioners to the public; <br />and <br /> <br />WHEREAS, PUC commissioners are currently appointed rather <br /> than elected; and <br /> <br />WHEREAS, <br /> <br />two bills, ACA 73 (Cortese) and SCA 48 (Vuich) <br />have been submitted to the State Legislature <br />which would amend the State Constitution to provide <br />that PUC commissioners be elected rather than <br />appointed; and <br /> <br />WHEREAS, <br /> <br />either proposed bill, if approved by the Legislature, <br />would require ratification by a vote of the people <br />in order to become effective; and <br /> <br />WHEREAS, <br /> <br />the City Council believes that the people of the <br />State of California should have the opportunity to <br />decide whether PUC connnissioners shall continue <br />to be appointed or elected; <br /> <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON <br />RESOLVES AS FOLLOWS: <br /> <br />Section 1: That this Council favors the right of the public <br /> to determine whether PUC commissioners shall be <br /> appointed or elected and, thus, favors the adoption <br /> of ACA 73 (Cortese) and/or SCA 48 (Vuich) by the <br /> State Legislature. <br /> <br />Section 2: That this resolution shall become effective immediately <br /> upon its passage and adoption. <br /> <br />THIS RESOLUTION ADOPTED APRIL 6, 1982 BY THE FOLLOWING VOTE: <br /> <br />AYES: Councilmembers Butler, Kephart, Mohr, <br /> Mayor Mercer <br />NOES: None <br /> <br />Wood and <br /> <br /> <br />
