CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br />ALAMEDA COUNTY, CALIFORNIA <br /> <br />RESOLUTION NO. 82-123 <br /> <br />RESOLUTION IN SUPPORT OF SB 341 REGARDING BANNING <br />TIlE SALE OF DRUG PARAPHERNALIA <br /> <br />Wt~REAS, Senate Bill 341 would ban the sale of drug para- <br /> phernalia at the state level; and <br /> <br />WtlEREAS, <br /> <br />the City Council held a public hearing on April 6, <br />1982 at which time testimony was given urging the <br />passage of a resolution in support of such legislation; <br />and <br /> <br />W}IEREAS, <br /> <br />Council reviewed a report from the City Attorney <br />in which it was noted that the continued accessibility <br />of drug paraphernalia to minors as well as adults <br />poses tremendous problems with regard to enforcement <br />of the drug laws; and <br /> <br />WHEREAS, <br /> <br />the manufacture, sale and display of drug para- <br />phernalia tends to glamorize drug usage among the <br />young and could have the effect of increasing drug <br />use; and <br /> <br />WHEREAS, <br /> <br />the existing laws regulating the sale of drug <br />paraphernalia have not kept such paraphernalia <br />from the possession of minors and are exceedingly <br />difficult to enforce by the police department; and <br /> <br />WHEREAS, <br /> <br />the City Council and the citizens of Pleasanton <br />feel it is to the benefit of the people of California <br />to enact legislation banning the sale of drug <br />paraphernalia; <br /> <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON <br />RESOLVES AS FOLLOWS: <br /> <br />Section 1: The City Council supports SB 341 which would ban <br /> the sale of drug paraphernalia. <br /> <br />Section 2: <br /> <br /> Directs the staff to forward a copy of this <br />resolution to its Legislative delegates represent- <br />ing Pleasanton and to the Chairman of the Criminal <br />Justice Committee. <br /> <br />Section 3: This resolution shall become effective immediately <br /> upon its passage and adoption. <br /> <br /> <br />
