CITY COUNCIL OF THE CITY OF PLEASANTON ALAMEDA COUNTY, CALIFORNIA RESOLUTION NO. 82-123 RESOLUTION IN SUPPORT OF SB 341 REGARDING BANNING TIlE SALE OF DRUG PARAPHERNALIA Wt~REAS, Senate Bill 341 would ban the sale of drug para- phernalia at the state level; and WtlEREAS, the City Council held a public hearing on April 6, 1982 at which time testimony was given urging the passage of a resolution in support of such legislation; and W}IEREAS, Council reviewed a report from the City Attorney in which it was noted that the continued accessibility of drug paraphernalia to minors as well as adults poses tremendous problems with regard to enforcement of the drug laws; and WHEREAS, the manufacture, sale and display of drug para- phernalia tends to glamorize drug usage among the young and could have the effect of increasing drug use; and WHEREAS, the existing laws regulating the sale of drug paraphernalia have not kept such paraphernalia from the possession of minors and are exceedingly difficult to enforce by the police department; and WHEREAS, the City Council and the citizens of Pleasanton feel it is to the benefit of the people of California to enact legislation banning the sale of drug paraphernalia; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON RESOLVES AS FOLLOWS: Section 1: The City Council supports SB 341 which would ban the sale of drug paraphernalia. Section 2: Directs the staff to forward a copy of this resolution to its Legislative delegates represent- ing Pleasanton and to the Chairman of the Criminal Justice Committee. Section 3: This resolution shall become effective immediately upon its passage and adoption.
