CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br />ALAMEDA COUNTY, CALIFORNIA <br /> <br />RESOLUTION NO. 82-176 <br /> <br />APPROVING PLANS AND SPECIFICATIONS FOR POLICE <br />FACILITY AND AUTHORIZING CALLING FOR BIDS AND <br />AUTHORIZATION TO HIRE FINANCIAL CONSULTANTS AND <br />BOND COUNSEL AND APPROVAL OF AGREEMENTS REGARDING <br />THE SAME <br /> <br />WHEREAS, <br /> <br />the schematic plans for the new police facility <br />were prepared by J. Jack Bras and Associates and <br />subsequently reviewed by the Planning Commission <br />and City Council and granted design review approval, <br />including approval of a negative declaration for <br />the project; and <br /> <br />WtlEREAS , <br /> <br />the plans and specifications for the police facility <br />are now complete and have been reviewed by staff; <br />and <br /> <br />WtlEREAS, <br /> <br />the City does not have sufficient cash on hand to <br />construct the facility, but urgently requires the <br />new facility; and <br /> <br />WltEREAS <br /> <br />various mechanisms exist to provide a type of long- <br />term financing available to cities to construct such <br />facilities without violating State Constitutional <br />provisions; and <br /> <br />WtlEREAS <br /> <br />in order to implement a financing program to cover <br />the costs of the new building, the assistance of a <br />financial consulting firm is required; and <br /> <br />WtIEREAS <br /> <br />the City Manager presented a report to the City <br />Council dated May 19, 1982 outlining proposals <br />from two prospective firms; and <br /> <br />WHEKEAS, <br /> <br />a financing program which would allow the City to <br />spread the cost of the new police facility over an <br />extended period will also require the services of <br />bond counsel; and <br /> <br />WHEREAS, <br /> <br />it is in the best interests of the City to begin <br />construction on the police facility as soon as <br />possible by utilizing a financing program; <br /> <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON <br />RESOLVES AS FOLLOWS: <br /> <br />Section 1: Approves the plans and specifications and authorizes <br /> the advertising for bids.
