WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS , <br /> <br />CITY COUNCIL OF TtIE CITY OF PLEASANTON <br /> <br />ALAMEDA COUNTY, CALIFORNIA <br /> <br />RESOLUTION NO. 82-161 <br /> <br />A RESOLUTION AUTHORIZING A PROGRAM OF HOUSING <br />ASSISTANCE AS PART OF COMPENSATION FOR WILLIAM <br />E. EASTMAN, POLICE CHIEF <br /> <br />the recruitment and hiring of top quality,high <br />level management employees, including the Police <br />Chief, is essential to the efficient operation of <br />the government of the City of Pleasanton and the <br />provision of services to the community; and <br /> <br />current trends in housing costs, especially financing, <br />make it difficult for individuals to relocate, both <br />due to difficulties in buying a residence and in <br />selling an existing home, thereby acting as a dis- <br />incentive to persons relocating to the San Francisco <br />Bay Area, and particularly to the City of Pleasanton; <br />and <br /> <br />the City believes that the interests of the City <br />of Pleasanton would best be served by encouraging <br />its Police Chief to live within the corporate limits <br />of the City of Pleasanton to ensure his ready <br />availability and familiarity with the cormr. unity; and <br /> <br />after a search for the most qualified candidate, <br />the City of Pleasanton has hired William F. Eastman <br />as its Police Chief; and <br /> <br />subsequent to his accepting the position as Police <br />Chief, Chief Eastman has experienced difficulty in <br />permanently relocating himself and his family to <br />Pleasanton due to financial difficulties in selling <br />his former residence in Manhattan Beach, California; <br />and <br /> <br />it is in the best interests of the City of Pleasanton <br />if interim financial assistance can be made available <br />to Chief Eastman through a program of housing assist- <br />ance, as part of his compensation, in order to enable <br />him to relocate to the City of Pleasanton; and <br /> <br />the City of Pleasanton maintains reserves and other <br />funds which it regularly invests in a variety of <br />financial securities at varying earning rates, some <br />of which are below current residential mortgage rates; <br />and <br /> <br /> <br />
