Modify, eliminate or redefine the goal relating <br />to the achievement and maintenance of a balance <br />among land uses within the Planning Area; and <br /> <br />WHEREAS , <br /> <br />the City Council considered a report, together <br />with attachments, from the Director of Planning <br />and Community Development regarding the proposed <br />General Plan amendments; and <br /> <br />WHEREAS <br /> <br />a public hearing was held with respect to the <br />General Plan amendments at which time any member <br />of the public was offered the opportunity to <br />address the City Council on said amendments; and <br /> <br />WHEKEAS, <br /> <br />on the basis of the Initial Studies and staff and <br />Planning Commission recommendations, a Negative <br />Declaration was adopted for items 1 through 5 <br />above; and <br /> <br />WHEREAS, <br /> <br />the Planning Commission recommended the approval <br />of the General Plan amendments 1 through 5 above <br />and modification of the balanced growth policy <br />mentioned in 6 above; and <br /> <br />WHEREAS , <br /> <br />the City Council finds that it is not in the best <br />interests of the City to amend the Growth Management <br />Element policy with respect to balanced growth nor <br />to widen West Las Positas Boulevard between 1-680 <br />and Hopyard Road; and <br /> <br />WHEREAS, <br /> <br />the City Council finds that it is in the City's <br />best interest and the public health, safety and <br />welfare to amend the General Plan with respect to <br />numbers 1 through 5 above, as modified; <br /> <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON <br />RESOLVES AS FOLLOWS: <br /> <br />Section 1: Denies the Planning Commission recommended change <br /> with respect to the modification of the Growth Management <br /> Element policy concerning balanced growth, <br /> <br />Section 2: Amends the Land Use and Circulation Element policies <br /> as follows: <br /> <br />Delete the policy referring to a prohibition <br />of direct vehicular access to Hopyard Road <br />from adjacent properties between Interstate <br />Freeway 580 and West Las Positas Boulevard, <br />with the proviso that Hopyard Road be constructed <br />to have a northbound acceleration/deceleration <br />lane in addition to six through lanes; <br /> <br />-2- <br /> <br /> <br />
