W}IEREAS, WF, EREAS, WHEREAS, WHEREAS ~E~AS WHEREAS WtlEREAS, CITY COUNCIL OF THE CITY OF PLEASANTON ALAMEDA COUNTY, CALIFORNIA RESOLUTION NO. 82-409 RESOLUTION ESTABLISHING THE 1983 GROWTH MANAGEMENT PROGRAM TARGET NUMBER OF DWELLING UNITS TO BE CONSTRUCTED AND OTHER PARAMETERS the Growth Management Program requires the yearly setting of a target number for residential dwelling units to be constructed, the number set aside for lower income units, those units available to smaller projects, as well as establishing the guidelines for the yearly selection of smaller projects; and the City Council has received a staff report containing recormmendations for the Growth Management Program parameters requiring yearly determination by the City Council; and pursuant to the Growth Management Program Ordinance, a public hearing was held at which public testimony was heard considering these matters; and the City Council has considered the General Plan growth rate policy, the number of units approved in long-term agreements, previously authorized but undeveloped units, prior years' authorized units, and the comments received at the public hearing; and the development experience in Pleasanton to date indicates that at least 200 RAP and/or GMP units presently approved will not be constructed prior to 1986 and/or that there will be a lag in the construction of approved units such that a similar number of units may be under construction but not yet completed; and 50 units formerly authorized as part of the lower income housing set-aside are now available for allocation for market rate projects; and the City Council finds its determinations listed below meet the General Plan goals and policies; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON RESOLVES AS FOLLOWS: Section 1: That 483 dwelling units be set as the 1983 target number of units desired to be constructed.
