Implementation Program 8: To encourage zoning <br />incentives such as increased density or altered <br />site development standards for appropriately <br />located and designed lower cost housing in <br />the community. <br /> <br />Again in order to keep the per unit construction costs down to the <br />low and moderate income housing sponsor every effort should be <br />made by the City to provide those incentives that will tend to <br />offset the high costs of construction and financing. Providing <br />for increased densities within certain appropriate projects, is <br />one such incentive. This traditional incentive can best be <br />accomplished through the planned unit development procedures of <br />the City. Other zoning incentives in some cases may be more <br />appropriate than density bonuses, or may be coupled with such <br />bonuses to keep costs low. Liberalizing height, setback and off- <br />street parking regulations are examples of such other incentives. <br /> <br />Implementation Program 9: To reserve appropriate <br />sites for subsidized housing through a program of <br />"landbanking." <br /> <br /> <br />
