CITY COUNCIL OF THE CITY OF PLEASANTON ALAMEDA COUNTY, CALIFOR~]IA RESOLUTION NO. 82-449 RESOLUTION APPROVING PLANS AND SPECIFICATIONS FOR NECESSARY POND RESTORATION OF SAN FRANCISCO WATER DEPARTMENT PROPERTY, AUTHORIZING CITY .MANAGER TO EXECUTE LAND USE PERMIT, AND AUTHORIZING APPROPRIA- TION OF $20,000 FOR SANITARY SEI^~R CAPITAL IMPROVEMENT PROJECT WHEREAS, the City's lease of City and County of San Francisco Water Department Droperty for sewage effluent ponding and spraying called for restoration of the area to the condition it was before our use; and WHEREAS, additional restoration work is necessary to comply with the lease conditions which must be done now, prior to the heavy winter rains; and WHEREAS, the Director of Public Works and Utilities, by his report dated November 4, 1982, advised the City Council that plans and specifications have been completed for the required restoration work; and WHEREAS, in order to have the work completed before heavy rains it is necessary to allow an informal bidding procedure to save time; and WttEREAS, as a condition of apDroval of this Droiect by San Francisco, the proposed Land Use Permit extension will require the Dayment of a'monthly permit fee of $500.00 per month, commencing retroactively to April 13, 1982; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON RESOLVES AS FOLLOWS: Section 1: Approves the plans and specifications for the restoration work required by the lease. Section 2: Authorizes comDletion of this work as an emergency expenditure pursuant to Government Code §37906. City Council declares that the public interest and necessity demand immediate exDenditure of these public moneys to safeguard life, health, or proDerty, specifically to prevent erosion and compaction which would destroy the viability of agricultural soils. Section 3: Directs the staff to request quotes from all contractors in the area known to undertake Drojects of this nature in order to achieve substantial compliance with normal bidding procedures.
