PRE-ANNEXATiI, ON AND PROVISION O]; SEWEILaGE <br /> FA(3i],i[TIES ANT) SERVICES AGI~EEF~ENT <br /> <br />THIS AGREEMENT is made and entered into this 9th day <br /> <br />of November <br /> <br />and <br /> <br />1982 by and betv:cen <br /> <br />Tile CITY OF PLEASANTON, a municipal corporation <br />(hereinafter referred to as "City") <br /> <br />WILLI~ BREWER <br /> <br /> (hereinafter referred to as "Owner" , <br /> <br />based on the following understandings: <br /> <br />W I TNE S S E TH : <br />NNEREAS, Owner wishes to connect to the City sewerage <br />system in order to eliminate reliance on septic tank/leachfield <br />systems of efflucnt disposal prone to failure and contributory <br /> <br />to creation of public health hazards; <br /> <br /> WHEREAS, City policy requires annexation prior to extension <br />of such City services as sewerage facilities; <br /> <br /> WNEREAS, City, in accordance with State and LAFCO policies <br />and regulations regarding anncxati6n, either cannot or is <br />unwil!~ng to annex small portions of neighboring areas in <br />piecemeal f~shion, but may wish to annex such properties <br /> <br />eiihcr alone or in conjumction with a larger area st some <br />future time; <br /> WHEREAS, the public health, safety, and we] fare of the <br />City' s residents as we] 1 as those in the neighboring eonmmnity <br /> <br /> <br />
