Facts: Land preparation activities will be restricted to <br />non-rainy periods (generally April November) while <br />exposed, erodable slopes will be hydromulched and sediment <br />retention basins installed as part of an overall erosion <br />control plan intended to reduce erosion and deposition <br />of sediment into adjacent creeks. <br /> <br />Significant Effect: Permanent loss of prime and near-prime <br />agricultural soils to urbanization. <br /> <br />Finding: Economic, social, and environmental considerations <br />make the long-term retention of agricultural uses on this <br />property infeasible. <br /> <br />Facts: The General Plan designation for this Droperty <br />has included industrial and commercial uses for several <br />years and, with close proximity to Interstate 580 and access <br />to major streets, the maintenance of agricultural uses <br />under these circumstances is considered marginal. <br /> <br />Significant Effect: Change in visual character of the <br />area. <br /> <br />Finding: Design review mitigates potential impacts. <br /> <br />Facts: Specific development project elements, including <br />design, materials use, site orientation, and landscaping <br />plans will be reviewed for the maintenance and enhancement <br />of views of and from the site. <br /> <br />Finding: Economic, social, and other considerations make <br />infeasible alternatives retaining open space/agricultural <br /> <br />Fact: The General Plan designation for this property has <br />included industrial and commercial uses for several years <br />and, with close proximity to Interstate 580 and access <br />to ma~or streets, the maintenance of agricultural uses <br />under these circumstances is considered marginal. <br /> <br />Significant Effect: Potential regional surplus of land <br />committed to commercial/industrial development resulting <br />in delay in project buildout or abandonment of project <br />in partially built state~ <br /> <br />Finding: Project will proceed on logical basis fulfilling <br />existing and foreseeable market demand.
