Significant Effect. Potential toxic spills degrading <br />surface and groundwater quality. <br /> <br />Finding. The mitigation measures incorporated <br />into the Project to reduce the potential for <br />degrading of the water quality as a result of <br />toxic spills will substantially lessen the <br />effect. <br /> <br />c.2 Fact. Condition Nos. 103 and 85 incorporate the <br /> following mitigation measures into the Project: <br /> <br />(1) <br /> <br />Buildings, housing and businesses using <br />hazardous materials as defined by the City <br />Fire Code are required to adhere to the <br />following conditions: <br /> <br />The Fire Department is to be advised <br />by the business(es) responsible of <br />their control methods for hazardous <br />materials. <br /> <br />Businesses are to provide materials <br />and equipment necessary for control <br />both in processing and emergency <br />conditions. <br /> <br />The Fire Department is to be advised <br />of the type and quantity of materials <br />stored or used and notified of sig- <br />nificant changes in type and/or <br />amounts of hazardous materials within <br />twenty-four (24) hours of the <br />change(s). <br /> <br />Technical advisors and references <br />materials are to be provided to the <br />Fire Department for assistance in con- <br />trolling emergency situations. <br /> <br />All spills are to be reported in such <br />a manner as prescribed by the Fire <br />Department. <br /> <br />(2) All wells shall be sealed· <br /> <br />Finding. Development of a joint city industry <br />council to monitor industries is unnecessary as <br />State and local regulations will accomplish the <br />same end. <br /> <br /> <br />
