Fact. Economic impact of wastewater connection <br />and use fees will encourage minimization of <br />industrial water use. There is sufficient water <br />supply to meet the projected demand. <br /> <br />Significant Effect. Generation of sewage effluent <br />beyond capacity available to the site. <br /> <br />Finding. The mitigation measure incorporated <br />into the Project to control generation of sewage <br />effluent will substantially lessen the effect. <br /> <br />Fact. Condition No. 21 provides that building <br />permits may be withheld by the City if sewer <br />capacity is not available. <br /> <br />c.3 Fact. See Sections IV.b.2 and IV.b.7 (Water <br /> saving measures which minimize effluents). <br /> <br />Finding. A mitigation measure which has not <br />been incorporated into the Project concerning <br />construction of other sewer effluent disposal <br />facilities is not within the jurisdiction of <br />City. The recommended mitigation measure is <br />within the jurisdiction of other public agencies <br />and can and should be adopted. <br /> <br />Fact. Construction of sewer effluent trans- <br />portation and dis..posal facilities is within the <br />control of DSRSD, LAVWMA and EBDA. As a member <br />agency in LAVX~4A and by agreement with DSRSD, <br />City may participate in the decisions to expand <br />facilities, and, pursuant to existing General <br />Plan policies, City has urged such construction. <br /> <br />Finding. The Reduced Intensity of Development <br />Alternative, No Project Alternative, Partial <br />Approval Alternative or Mixed Use Alternative <br />could partially mitigate the effect. However, <br />each of these Alternatives is infeasible and <br />unnecessary as effects concerning water use <br />demand are significantly lessened by the miti- <br />gation measures incorporated into the Project. <br /> <br />c.7 Fact. See Section XII (for infeasibility of <br /> Alternatives). <br /> <br />c.8 Fact. See Sections IV.c.2 and IV.c.3 (Sewer <br /> effluent mitigation). <br /> <br /> <br />
