CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br /> ALAMEDA COUNTY, CALIFORNIA <br /> <br /> RESOLUTION NO. 83-501 <br /> <br />WHEREAS , <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />~HEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />A RESOLUTION APPROVING A TEXT C[~NGE TO THE GROWTH <br />MANAGEMENT ELEMENT OF THE GENERAL PLAN, AS FILED <br />UNDER CASE GP-83-1 <br /> <br />the Growth Management Element of the General Plan <br />contains goals and policies which have been judicially <br />interpreted in a manner inconsistent with the <br />intent of the City and such interpretation has had <br />the effect of invalidating the approval of the <br />Hacienda Business Park PUD; and <br /> <br />this City Council has initiated a General Plan <br />Amendment to the Growth Management Element (GP-83-1) <br />which would clarify the intent and application of <br />certain goals and policies of the Growth Management <br />Element; and <br /> <br />in reviewing this change in accordance with the <br />provisions of CEQA, an EIR has been prepared; this <br />City Council has reviewed and considered the <br />information contained in the EIR and has found the <br />EIR complete and adequate (Resolution No. 83-500); <br /> <br />and <br /> <br />the Planning Commission held a public hearing on <br />October 26, 1983, at which testimony was taken <br />from members of the public, following which it <br />recommended approval of GP-83-1; and <br /> <br />the EIR indicates significant environmental effects <br />would result from the General Plan Amendment, <br />these being the impacts resulting from the commer- <br />cial/industrial growth allowed by the clarification <br />(largely those of Hacienda Business Park and/or <br />other projects approved pursuant to the General <br />Plan Amendment), as summarized in the Significant <br />Effects and Findings, attached hereto as Exhibit <br />"A" and incorporated herein by reference, and as <br />more completely discussed in the EIR itself; and <br /> <br />CEQA and State and local guidelines adopted pursuant <br />thereto require this City Council to make specific <br />findings when an EIR identifies one or more potentially <br />significant effects which may result from approval <br />of the project; and <br /> <br />this City Council finds that potentially significant <br />environmental effects either (1) have been avoided <br /> <br />-1- <br /> <br /> <br />
