Section <br /> <br />to preserve and enhance Pleasanton's <br />heritage, <br /> <br />ii. to give character and identity to this <br /> community, <br /> <br />iii. <br /> <br />to make a wider range of shopping, <br />dining and community events available <br />our citizens, <br /> <br />to <br /> <br />iv. to provide employment for our residents, <br /> <br />vo to create opportunities for new businesses, <br /> <br />vi. and increase tax revenues for the Drovision <br /> of public services. <br /> <br />The City Council finds that businesses lying <br />within the business and improvement area will be <br />benefitted by the expenditure of the funds <br />raised by the charges proposed to be levied. <br />Specifically, the Council finds that the two <br />benefit zones accurately reflect increased <br />benefits to be received based upon proximity <br />to Main Street. <br /> <br />Council further finds that the two classifications <br />accurately reflect the increased benefits <br />received by retail businesses and that certain <br />high volume, low profit margin retail businesses <br />are appropriately excluded from the retail <br />classification (i.e. grocery stores and <br />service stations). <br /> <br /> Power to Contract. The Council may contract <br />from time to time with a non-profit tax-exempt <br />corporation, the purDose of which, shall be to <br />carry out the purposes for which this charge is <br />levied and as herein provided in this ordinance. <br />In event such agreement is made, it shall provide <br />that said corporation shall present a budget of <br />proposed expenditures and purposes to the city <br />manager, for investigation and report to the <br />Council upon the advisability and feasibility of <br />the proposed expenditures and improvements. <br />Upon approval of said budget requests, the Council <br />shall allocate and direct payment of such amounts <br />as it shall determine to said contracting agency <br />by the City Finance Office. <br /> <br />-4- <br /> <br /> <br />
