CITY COUNCIL OF THE CITY OF PLEASANTON ALAMEDA COUNTY, CALIFORNIA RESOLUTION NO. 83-489 REQUEST FOR CALTRANS TO COMMENCE EIR/EIS FOR FREEWAY IMPROVEMENTS PLEASANTON ASSESSMENT DISTRICT PREPARATION OF AN FOR THE NORTH WHEREAS, The City of Pleasanton expects to form the North Pleasanton Assessment District which would provide local funding for portions of the following improvements on Interstate Highways 1-580 and 1-680 in Pleasanton described as follows: WHEREAS, Construction of Construction of Construction of Construction of Construction of Interchange at Hopyard Road and Route 580; Interchange at Route 680 and Stoneridge; Interchange at Hacienda Drive and Route 580; additional Lanes Route 680 and Route 580; Santa Rita Interchange at Route 580; Construction of West Las Positas Interchange at Route 680; and the owners of more than 70% of the property in the proposed Assessment District have petitioned for District formation; and WHEREAS , the proposed improvements at Hopyard/580 and at Stoneridge/ 680 are currently listed on the STIP and have been guaranteed for funding by either the North Pleasanton Assessment District or Prudential Insurance Company; and WHEREAS, Caltrans, at the request of the City of Pleasanton, is already proceeding separately with the Environmental processing of the Hopyard/I-580 improvements; and WHEREAS, it is in the best interest of both the City of Pleasanton and Caltrans to expedite preparation of the time consuming EIR/EIS for the remaining portions of this project in order to allow construction to proceed on the desired schedule; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON RESOLVES AS FOLLOWS: Section 1: The State of California, Department of Transportation is requested to commence the preparation of an EIR/EIS for all remaining portions of the proposed North Pleasanton AssesSment District Freeway Improvements. Section 2: The California Department of Transportation is requested to prepare any necessary cooperative agreements for the project and submit them to the City for consideration. Section 3: City staff is directed to submit a certified copy of this resolution to the District Director of Department of Transportation, District 4 and also provide any information necessary to process this request.
