CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br />ALAMEDA COUNTY, CALIFORNIA <br /> <br />RESOLUTION NO. 83-482 <br /> <br />APPROVAL OF EXEMPTION FROM GROWTH MANAGEMENT <br />PROGRAM FOR VALLEY PLAZA VILLAGES II <br /> <br />WHEREAS <br /> <br />the developers of Valley Plaza Villages II have <br />requested a lower income housing exemption under <br />Section 2-20.04 of the Growth Management Ordinance <br />for 128 units of a 154-unit multi-family project <br />planned for the north side of Valley Avenue just <br />west of the Valley Plaza center; and <br /> <br />WHEREAS <br /> <br />allocations for small projects for 1984 have been <br />exhausted, but if the lower income housing exemption <br />is granted for this project, 26 permits will be <br />released for use by local builders of small projects; <br />and <br /> <br />WHEREAS <br /> <br />the Director of Planning and Community Development <br />presented his report regarding the request from <br />Valley Plaza Villages II which analyzed the request <br />and made several recommendations; <br /> <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON <br />RESOLVES AS FOLLOWS: <br /> <br />Section 1: <br /> <br /> Approves the low income housing exemption for <br />Valley Plaza Villages II, to be imDlemented through <br />an agreement between the City and the developer <br />incorporating the following four elements: <br /> <br />Fifteen (15) year rent limitation of 32 <br />designated units (although flexibility should <br />be allowed over time to allow shifting in <br />such designation). <br /> <br />One-half (16) of the designated low income <br />units should be two bedroom units, and one- <br />half should be one bedroom units. <br /> <br />Rent adjustments may be allowed annually <br />based upon HUD income guidelines. <br /> <br />The developer and his successors shall be <br />responsible for yearly status reports on the <br />administration of the lower income units <br />within the project. Such reports will include <br />information on occupancy and income of tenants. <br /> <br /> <br />
