CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br />ALAMEDA COUNTY, CALIFORNIA <br /> <br />RESOLUTION NO. 83-476 <br /> <br />A RESOLUTION IN SUPPORT OF THE VALLEY MENTAL HEALTH CLINIC <br /> <br />WHEREAS, <br /> <br />the Valley Mental Health Clinic provides quality mental <br />health services essential to the valley community, and <br /> <br />WHEREAS, <br /> <br />the Valley Mental Health Clinic operates at a cost of <br />$15.85 per capita, the second lowest cost per capita <br />of the eight mental health services areas managed by <br />the County of Alameda Health Services, and <br /> <br />WHEREAS, <br /> <br />ranked by either productivity of cost effectiveness, the <br />Valley Mental Health Clinic compares favorably with other <br />county health clinics, and <br /> <br />WHEREAS, <br /> <br />the Valley Mental Health Clinic has already experienced <br />a 40% staff reduction (5 to 3 staff) in the adult clinic <br />from 1980 to present, and a 37% staff reduction (3 1/2 <br />to 2 1/5) in the children and youth clinic from 1982 to <br />present, reducing the Valley Mental Health Clinic staff to <br />a level barely adequate to provide quality service, and <br /> <br />WHEREAS, <br /> <br />the county mental health staff will be requesting permission <br />from the Board of Supervisors to study the feasibility of <br />contract for services in the Valley to save the overhead <br />of administering the Valley Clinic, and <br /> <br />WHEREAS, <br /> <br />if it is valid to assume contract services may be more cost <br />effective, the feasibility study should include all of the <br />mental health programs of the county to assure the most cost <br />effective method of service delivery is applied to all county <br />programs. <br /> <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON RESOLVES <br />AS FOLLOWS: <br /> <br />The City Council encourages the Board of Supervisors <br />to consider the staff reductions already experienced <br />by the Valley Mental Health Clinic when considering <br />any further funding reductions. <br /> <br />-1- <br /> <br /> <br />
