(Exhibit "A") and measures undertaken since the
completion of the Hacienda Business Park Project
EIR have reduced such impacts to insignificant
levels.

Section 4: With respect to the cumulative effects of continuing
building by building development of Hacienda
Business Park, of which this project is a Dart,
the City Council finds that potential signlficant
environmental effects either (1) have been mitigated
by conditions of approval placed on the development
of projects within the Hacienda Business Park,
including conditions of approval of Parcel Map
3858 and individual, lot by lot development; (2)
require mitigation by another public agency having
jurisdiction; or (3) cannot be mitigated except by
mitigation measures found to be infeasibleo The
facts and findings supporting this finding are
summarized in the Environmental Impact Findings,
attached hereto as Exhibit "B" and incorporated
herein by reference and as are more fully found in
the administrative record of the Hacienda Business
Park Project and this development application.
All references in Exhibit "B" to the "Project" are
for Hacienda Business Park; all references to the
"Developer" are to Prudential and Callahan-Pentz
Properties.

Section 5:

The City Council further finds that although not
all significant cumulative environmental effects
have been reduced to an insignificant level as
defined in the CEQA guidelines, the remaining
unavoidable significant environmental effects are
acceptable because this development, in conjunction
with the development of the area within the Hacienda
Business Park, will have economic, social, environ-
mental, and other benefits which outweigh any
impacts which may occur; said benefits include
provision of local jobs in a net out-commuting
community; jobs which match local labor force
characteristics; potential reduction in total work
trip length and reduced regional emissions; social
benefits of more time for family and community
life due to reduced work trip commute times;
significant construction jobs over a 25-year
period; positive fiscal impact upon the City's
general fund; increased tax base and diversification
of employers insulating the City and community
from adverse effects of single-employer labor
decisions; improvements of the circulation system
in northern Pleasanton, including improved emergency
vehicle response times; reduction in flood hazard
in presently urbanized areas; imDrovement of
ambient noise levels in residential areas; off-
site streetscape beautification; and other benefits

-2-
