CITY COUNCIL OF THE CITY OF PLEASANTON <br /> ALAMEDA COUNTY, CALIFORNIA <br /> <br /> RESOLUTION NO. 83-425 <br /> <br />RESOLUTION RELATING TO COMPETITION IN PROVISION <br />OF TELEPHONE AND OTHER TELECOMMUNCATIONS SERVICES <br /> <br />WHEREAS, <br /> <br />pursuant to an order of the federal court, Pacific <br />Telephone will become independent of the American <br />Telephone and Telegraph ComDany on or about <br />January 1, 1984; and <br /> <br />WHEREAS, <br /> <br />local telephone rates have historically been subsidized <br />by long distance charges in order to make affordable <br />telephone service universally available; and <br /> <br />~EREAS, <br /> <br />both the federal and state governments are anticipating <br />use of "access charges" to place more of the costs <br />of telecommunications services on end users rather <br />than on carriers; and <br /> <br />WHEREAS, <br /> <br />the access charges and other factors cou]_d combine <br />to price access to the telephone network out of the <br />reach of many Californians; and <br /> <br />WHEREAS, <br /> <br />local governments are significant users of telephone <br />services and an economically viable telephone system <br />is essential to the delivery of public safety services; <br />and <br /> <br />WHEREAS, <br /> <br />it is the duty of local government to both seek the <br />least expensive means of acquiring telephone service <br />and at the same time avoid any action that will degrade <br />the health and economic viability of telephone companies <br />or place additional upward pressure on basic telephone <br />rates; and <br /> <br />WHEREAS, <br /> <br />the changes in structure of the telecommunications <br />industry and advances in technology have created new <br />opportunities and options for local government; <br /> <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON <br />RESOLVES AS FOLLOWS: <br /> <br />Section 1: The City of Pleasanton requests the LeaRue of <br /> California Cities to support the concept of using all <br /> available opportunities for the acquisition of <br /> telephone services, whether involving voice, data <br /> or video transmission, and whether local or long <br /> distance, and that the League support state Dolicy <br /> that will continue the universal availability of <br /> affordable telephone service whether through <br /> continued regulation or phased deregulation of such <br /> services. <br /> <br /> <br />
